Job Summary

We are seeking an experienced Telco OSS Java Technical Project Manager to lead large-scale Telecom OSS transformation and application development programs. The ideal candidate should possess a strong blend of Telecom OSS/BSS domain expertise, Java technology leadership, program management, stakeholder management, and delivery governance experience.

The role involves managing end-to-end delivery of OSS applications supporting Service Fulfillment, Service Assurance, Network Inventory, Provisioning, and Network Operations while leading distributed development teams and driving modernization initiatives. Relevant telecom OSS architecture, OSS/BSS integration, and modernization experience is reflected in enterprise references.

Key Responsibilities

Program & Delivery Management

• Manage end-to-end OSS application delivery across multiple releases and workstreams.
• Lead project planning, budgeting, forecasting, resource management, and risk mitigation.
• Drive Agile/Scrum delivery and ensure adherence to project milestones.
• Provide delivery governance and status reporting to senior leadership and client stakeholders.
• Manage offshore, onsite, and vendor teams.

Telecom OSS Leadership

• Lead programs covering:
  • Service Fulfillment

  • Provisioning & Activation
  • Fault & Performance Management
  • NOC Operations
• Collaborate with OSS/BSS, Network Engineering, Product, and Operations teams.

Technical Leadership

• Provide technical oversight for Java-based OSS platforms.
• Guide solution architecture and design reviews.
• Ensure compliance with enterprise architecture standards and best practices.
• Drive API-first, Microservices, and Cloud-Native adoption strategies.

Client & Stakeholder Management

• Act as the primary interface for client delivery leadership.
• Conduct steering committee reviews and executive status updates.
• Manage scope, change requests, dependencies, and escalation handling.
• Build strong relationships with customer technology and business stakeholders.

Preferred Qualifications

• Bachelor's or Master's Degree in Computer Science, Telecommunications, or Engineering.
• PMP, SAFe Agilist, Scrum Master, or Prince2 Certification.
• TOGAF Certification preferred.
• Experience working with Tier-1 telecom operators such as Verizon, AT&T, T-Mobile, Vodafone, BT, Rogers, Bell, or Telus.
• Experience managing programs with 25-100+ team members.
