Job Description
Federal Business Development Analyst
PruTech is seeking a Federal Business Development Analyst to support the growth of its Federal business. The role will work closely with the Federal Business Development lead and company leadership across market research, pipeline development, capture support, partner engagement, contract vehicle strategy, and Federal BD operations. The ideal candidate is analytical, proactive, organized, and comfortable operating in an entrepreneurial environment where the Federal practice is being built and scaled.
Responsibilities
- Identify and research new Federal opportunities aligned with PruTech's capabilities.
- Maintain and continuously improve the Federal opportunity pipeline, including agency, customer, incumbent, contract value, vehicle, acquisition timeline, competitors, partners, and next actions.
- Conduct agency and account research to support PruTech's priority markets, initially including agencies such as DOT/FAA, DHS, VA, HHS/CMS, and Treasury/IRS.
- Monitor SAM.gov, agency procurement forecasts, USASpending, FPDS/SAM award data, GSA eBuy, GovWin, and similar Federal market-intelligence sources.
- Prepare concise opportunity briefs and bid/no-bid or gate-review materials for leadership.
- Research incumbents, competitors, potential prime contractors, subcontractors, and teaming partners.
- Support outreach and coordination with technology partners, systems integrators, small businesses, and Federal contractors.
- Track partner conversations, follow-up actions, NDAs/TAs, and teaming opportunities.
- Support capture activities, including customer research, competitive intelligence, win themes, stakeholder mapping, and acquisition strategy.
- Assist with Federal contract-vehicle research and determine which vehicles PruTech should pursue directly versus access through partners.
- Help maintain Federal BD infrastructure, including capability statements, past-performance libraries, case studies, company data, partner matrices, and Federal collateral.
- Support preparation for customer meetings, partner meetings, industry days, gate reviews, and leadership briefings.
- Maintain accurate BD/CRM data and develop recurring pipeline and activity reports.
- Work directly with the Federal BD lead and technical/business leadership to move opportunities from identification through capture.
Requirements
Required Skills
- Strong research and analytical skills with the ability to synthesize large amounts of Federal procurement information into concise recommendations and actions.
- Strong Microsoft Excel and PowerPoint skills.
- Strong written communication skills, particularly for executive-level summaries and opportunity briefs.
- Ability to manage multiple opportunities, priorities, and deadlines simultaneously.
- High attention to detail, particularly around solicitation dates, contract vehicles, NAICS codes, incumbents, and procurement data.
- Comfortable reaching out to industry partners and coordinating introductory meetings.
- Self-starter who can operate effectively in an environment where the Federal practice is still being built.
Preferred Qualifications
- Experience using SAM.gov, USASpending.gov, FPDS, GSA eBuy, GovWin, Bloomberg Government, HigherGov, GovTribe, or similar platforms.
- Familiarity with Salesforce or another CRM.
- Experience supporting DHS, DOT/FAA, VA, HHS/CMS, Treasury/IRS, or other civilian Federal agencies.
- Experience with Federal IT professional services companies or systems integrators.
- Understanding of Federal socioeconomic programs, teaming arrangements, subcontracting, and small-business contracting.
- Previous capture or proposal-development exposure.
Education
- Bachelor's degree in business, public policy, government, information technology, economics, communications, or a related discipline preferred.
- Equivalent Federal contracting or business development experience may substitute for the degree requirement.
Ideal Candidate Profile
The ideal candidate is comfortable working in an entrepreneurial environment and helping build a Federal growth function from the ground up. This role requires someone who can move beyond research and take ownership of opportunities, follow-up actions, pipeline data, partner coordination, and BD deliverables. The person should be able to take an assignment such as, "Research this Federal opportunity, identify the incumbent, vehicle, competitors, and potential partners, and recommend what we should do next," and return with a concise, actionable answer.
