Job Description

Job Title: Technical Operations Lead

Location: Boston, MA (Hybrid Four days/month onsite)

Job Type: Contract

 

Key Responsibilities

  • Establish a future state operational framework, defining roles and responsibilities for technical adoption of the new business solution
  • Engage with approximately 160 state department IT organizations to coordinate local implementation, testing, access management, and compliance needs
  • Develop and manage system shutdown/retirement plans, data conversion plans, and data integration plans for departments transitioning from legacy systems
  • Oversee vendor deliverables from Systems Integrator (SI) and SaaS product vendor, tracking SLAs, defects, and performance metrics
  • Coordinate quality assurance and user acceptance testing (UAT) across departments
  • Support technical environment management, Help Desk implementation, SaaS upgrade scheduling, and operational monitoring
  • Assist in security and compliance reviews; act as liaison between incident response teams and subject matter experts
  • Communicate risks, progress, and scope changes to program leadership

Required Skills

  • SaaS platforms and cloud-based application delivery
  • Relational databases and SQL
  • LAN/WAN/VPN and network technologies (TCP/IP, HTTP, FTP, Ethernet)
  • Network infrastructure: routers, switches, firewalls
  • Information security frameworks: ISO 27001, ITIL, NIST
  • All phases of testing: unit, system, integration, UAT, performance, penetration, disaster recovery
  • Technical leadership and matrix management
  • Strong verbal and written communication skills

Preferred Skills

  • SaaS cloud migrations from legacy on-premise systems
  • Project Plan development and executive status reporting
  • Data Quality program implementation
  • System audit experience in state government
  • Commonwealth of Massachusetts government experience strongly preferred
