Major Duties
Program Delivery:
Work with senior leadership, Product Owners, Risk, Compliance, and Program Sponsors to define delivery approaches, drive execution, manage risks, and ensure appropriate resourcing and prioritization across Risk initiatives.
Work with matrixed staff supporting interconnected, complex programs that are enterprise and regulatory priority initiatives.
Oversee portfolio program management across the RCE deliverables related to ServiceNow IRM platform and delivery organization, ensuring alignment of program outcomes with regulatory commitments, enterprise risk objectives, and strategic business goals.
Direct the resolution of highly complex business, process, data, and technology challenges by applying advanced critical thinking and execution discipline.
Apply industry knowledge, regulatory awareness, and enterprise delivery experience to successfully deliver Governance, Risk, and Compliance (GRC) transformation programs.
Influence and negotiate with senior leaders across Technology, Risk, Compliance, and Business functions to drive delivery outcomes and remove obstacles.
Stakeholder Management:
Direct and oversee program delivery to ensure they:
Identify stakeholders impacted by RCE programs and initiatives, including Risk, Compliance, Technology, Data, and Business partners.
Understand stakeholder expectations and assess their level of engagement, influence, and impact on successful program delivery.
Develop and implement stakeholder engagement plans, ensuring ongoing communication, transparency, and alignment throughout the program lifecycle.
Ensure clear, consistent, and timely communication regarding program progress, milestones, risks, dependencies, and decisions.
Build and maintain strong relationships with stakeholders, proactively managing conflicts, competing priorities, and escalations.
Monitor stakeholder satisfaction and adoption readiness and address concerns that may impact delivery or business outcomes.
Manage changes in stakeholder expectations, regulatory requirements, or business priorities and ensure they are appropriately incorporated into program plans and delivery roadmaps.
Change / Risk Management:
Direct and oversee project and program managers to ensure they:
Partner with Organizational Change Management (OCM) teams at both Technology and Enterprise levels to drive change readiness, adoption, and business value realization.
Maintain a balanced cross-functional perspective, collaborating across Technology, Risk, Compliance, and Business functions to ensure effective program execution.
Ensure adherence to Technology governance, SDLC, release management, and change management processes and procedures.
Implement and lead robust program-level governance, dependency management, issue management, and change control processes to effectively manage impacts to scope, schedule, budgets, resources, or regulatory commitments.
Drive proactive identification, mitigation, escalation, and resolution of program risks, issues, and dependencies.
Financial Management
Oversees financial management and performance for projects and programs within the RCE portfolio including:
  • Developing and/or managing capital and expense budgets.
  • Analyzing and managing budget variances.
  • Facilitating annual budget planning and investment prioritization.
  • Optimizing delivery spend and resource utilization.
  • Submitting timely monthly forecasts and financial reporting.
  • Managing delivery against approved funding commitments and business cases.
Staff Management
Determine staffing needs with delivery, product, and engineering leaders; make hiring and termination decisions; handle salary administration; and ensure resources are available to accomplish RCE priorities and commitments.
Provide leadership and guidance to full-time employees, contractors, consulting partners, and vendor resources, fostering an environment that encourages collaboration, accountability, innovation, and delivery excellence.
Responsible for performance management, talent development, succession planning, and career growth of assigned staff.
Develop high-performing teams capable of supporting enterprise-scale Risk, Compliance, and Regulatory transformation initiatives.
Knowledge, Skills & Experience Required:
A successful candidate for the role will have at least 12 years of direct program and project management experience. Additionally, the candidate will possess:
Experience delivering large-scale Regulatory, Risk, Compliance, Governance, or financial services transformation programs with an understanding of regulatory commitments, risk management practices, and control environments.
Experience leading strategic enterprise programs involving ServiceNow IRM, Governance Risk & Compliance (GRC), Risk Management, RCSA, Controls, Regulatory Change Management, Compliance Monitoring, Enterprise Reporting, or similar business transformation capabilities.
Experience with ServiceNow IRM, Governance Risk & Compliance (GRC) platforms, regulatory transformation programs, or enterprise risk technology solutions is highly desirable.
Working knowledge of modern software delivery practices including Agile delivery, DevSecOps, CI/CD, cloud-native architectures, enterprise integrations, data platforms, and SaaS-based solutions.
Familiarity with enterprise workflow and governance platforms, delivery governance processes, release management practices, system integrations, data quality management, and operational readiness activities.
Demonstrated success leading enterprise-wide strategic initiatives within leadership roles, managing teams and large-scale programs involving multiple business and technology stakeholders.
Superior communication skills with the ability to articulate ideas, strategy, risks, and progress to executive leadership, regulators, business stakeholders, and delivery teams.
Initiative; actively identifies process improvements, delivery efficiencies, and opportunities to increase organizational effectiveness while anticipating leadership and stakeholder needs.
Organizational skills; capable of managing multiple strategic initiatives simultaneously while balancing priorities, dependencies, timelines, and resources.
Delivery mindset; demonstrates ownership, accountability, and a bias for action while continuously improving delivery processes and outcomes.
Expert analytical skills; able to assemble and evaluate data, identify trends and risks, develop recommendations, and drive fact-based decision making.
Financial management experience supporting large portfolios and program budgets between $5M and $20M consisting of internal employees, contractors, consulting partners, and managed services resources.
Knowledge of global financial institutions, risk management frameworks, compliance obligations, governance processes, and regulatory expectations.
Knowledge of and experience working within software delivery lifecycle methodologies including Agile, Scrum, and hybrid delivery models.
Experience in portfolio planning, demand management, resource planning, capacity management, and dependency management.
A College or University degree; MBA or relevant advanced degree is a plus.
Current or prior PMP Certification is desired.
Salary Range:
$137,400 - 240,400 USD
Salary range is a good faith estimate of base pay. Northern Trust provides a comprehensive benefits package including retirement benefits (401k and pension), health and welfare benefits (medical, dental, vision, spending accounts and disability), paid time off, parental and caregiver leave, life & accident insurance, and other voluntary and well-being benefits. Northern Trust also provides a discretionary bonus program that may include an equity component.
