Job Description

This position is responsible for ensuring that all project funding requests align with the documentation requirements for each Advanced Planning Document (APD), and that APDs accurately reflect the full funding needs of each project while meeting CMS enhanced funding conditions. The role collects project cost estimates from stakeholders to update the Medicaid Detailed Budget Table (MDBT), calculates MES APD budget tables, drafts APD financial narratives, and facilitates budget discussions with internal and external partners. The position collaborates closely with project teams, technical teams, vendors, Contracts, DHB Budget, ITD Finance, and other key stakeholders to develop APDs that support the Medicaid Enterprise System (MES) Program. It monitors APD expenditures against CMS‑approved enhanced funding, maintains the master MDBT, facilitates budget review meetings, develops financial models and forecasting tools, and ensures projects remain within approved budget parameters.

Key Responsibilities

  • Lead and manage the development of the Medicaid Detailed Budget (MDBT).
  • Execute effectively across multiple priorities and concurrent projects.
  • Perform comprehensive budget, accounting, and financial tracking activities.
  • Utilize project collaboration and tracking tools, including Microsoft Project Suite, MS Teams, Zoom, and related applications.
  • Create and deliver clear and compelling PowerPoint presentations, financial summaries, and standard operating procedures (SOPs).
  • Support project management activities, including planning, facilitation, documentation, and reporting.
  • Engage and collaborate with stakeholders to ensure alignment, clarity, and timely decision‑making.
  • Coordinate closely with DHHS program areas and other state government partners as needed.
  • Ensure compliance with established policies, procedures, and fiscal standards.

Skills/Requirements:

  • Experience developing and managing the Medicaid Detailed Budget (MDBT). Required 3 Years
  • Proven ability to execute effectively across multiple priorities and projects. Required 6 Years
  • Demonstrated budget and accounting experience. Required 5 Years
  • Proficiency with project collaboration and tracking tools (Microsoft Project Suite, MS Teams, Zoom, etc.). Required 7 Years
  • Expert-level communication skills, both verbal and written. Required 7 Years
  • Demonstrated experience in project management, training, and facilitation. Required 7 Years
  • Strong stakeholder engagement and collaboration experience. Required 7 Years
  • Prior state government/public sector experience, particularly with DHHS programs. Highly desired 5 Years
  • Ability to create and deliver PowerPoint presentations and develop standard operating procedures (SOPs). Required 6 Years
