Job Description

Duties This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a OPERATIONS RESEARCH ANALYST (DATA SCIENTIST) at the GS-1515-12 some of your typical work assignments may include: * Perform data analytics and modeling for assigned projects under the close direction of senior analysts or the supervisor, applying established analytical techniques to defined problems. * Assist in the design, build, and maintenance of data pipelines and analytic tools, following established data engineering standards, documented methodologies, and reproducibility practices * Support the development of user-focused analytics and decision-support products to inform DHRA decision makers and policy analysts, with regular review and feedback from senior staff. * Assist in engaging with stakeholders to clarify analytic requirements, and prepare briefings, reports, and visualizations to communicate results for assigned projects. * Contribute to analytic project efforts-including cyber workforce and installation mapping analyses-by supporting project planning, tracking, and reporting, and assisting senior staff in applying new tools and methodologies. Qualifications You may qualify at the GS 12 , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below: * Experience applying standard data analytics, statistical modeling, and machine learning techniques (e.g., regression, clustering) to support organizational decision-making, under the direction of senior staff. * Experience supporting the analytic lifecycle, including data ingestion, preparation, modeling, and delivery of results for assigned projects, with guidance from senior analysts. * Experience assisting in the design and maintenance of data pipelines and analytic tools, including the use of version control software (e.g., GitLab) to ensure reproducibility and documentation. * Experience preparing briefings, written reports, and data visualizations (e.g., Tableau, Power BI) to communicate analytic results to internal team members and stakeholders. * Experience contributing to analytic projects by supporting planning, tracking, and reporting on project progress under the direction of senior staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515, series as listed below: * Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.*NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
