Job Description

Role : Senior Technical Program Manager.

Location: Mexico

Summary

Senior Technical Project Manager to support the Cybersecurity Program Office''s growing

portfolio of security initiatives. This is a senior, hands-on role responsible for scoping and

driving execution of complex, cross-functional security initiatives -- taking direction from

ambiguity to an actionable, resourced plan. The initial assignment is a cross-functional security

infrastructure initiative, with additional initiatives added to this person''s portfolio over time.

Responsibilities

● Lead scoping of assigned security initiatives from directional strategy into an executable

plan -- sequencing, dependencies, resourcing, and concrete milestones.

● For the initial assignment: lead scoping of a multi-workstream security infrastructure

initiative, including defining transition criteria for retiring legacy systems and executing

planned decommissioning once those criteria are met.

● Own ongoing coordination, scheduling, and cross-team communication across security,

network engineering, end-user computing, and cloud operations.

● Serve as a primary point of contact for external technical partners and vendors supporting

initiative delivery, managing communications and holding delivery accountable to agreed

scope, timelines, and SLAs.

● Maintain real-time visibility into initiative health -- tracking milestones, budget/resourcing

burn, and risk logs -- and provide executive-level status updates to the CPO Leader and

key stakeholders.

● Track dependencies, risks, and open decisions; keep documentation current as initiatives

evolve.

● Partner with technical leads, who remain focused on technical design and build, rather

than day-to-day coordination and tracking.

Working Style

● Pragmatic, reliable, and action-oriented -- moves initiatives forward rather than just

tracking them.

● Ability to navigate ambiguity and evolving dynamics with a structured approach.

● Comfortable working in autonomous, self-directed environments with a high degree of

ownership.

● Proactive and independent; able to initiate and drive full initiatives without close direction.

● Strong cross-functional collaborator who builds working relationships inside and outside

the organization.

● Able to quickly distill a situation and recommend a course of action to keep delivery

moving.

Qualifications

● Demonstrated experience scoping an initiative from directional strategy into an executable

plan -- this is not a pure execution/tracking role, or equivalent experience.

● 8+ years of technical project management experience, including senior or lead-level

ownership of complex, cross-functional initiatives, or equivalent experience.

● PMP, PMI-ACP, CSM, or similar certification demonstrating mastery of both Agile and

traditional project management methodologies, or equivalent experience.

● Strong technical fluency -- able to genuinely understand the engineering constructs of the

initiatives they lead, even without a hands-on engineering background themselves.

● Strong cross-functional collaboration skills; able to work across technical and business

stakeholders without close oversight.

● Executive-ready communication skills -- comfortable presenting status and options to

senior stakeholders, not just peers, and translating technical progress into clear,

value-based narratives for non-technical audiences.

● High level of comfort with project management and collaboration tools such as

Smartsheet, Google Workspace, Jira, Confluence, and AWS.

● Pragmatic, reliable, and action-oriented working style
