Job Description

The Tsui Group is seeking a candidate who is qualified and experienced in educational facility construction projects to serve as a Project Manager II for a large educational client within Los Angeles County with the below duties.

 Position Overview: 

The Project Manager II will oversee Job Order Contracting (JOC) projects for a major higher‑education client, managing a portfolio of renovation, modernization, and new construction projects. This role is responsible for delivering projects on time, within scope, and within budget while ensuring strict adherence to campus standards, safety requirements, and regulatory compliance.

Position Description: 

  • Manage the full project lifecycle for JOC construction projects, including planning, budgeting, scheduling, procurement, execution, and closeout.
  • Oversee multiple small‑ to mid‑scale renovation and new construction jobs concurrently within an active higher‑education campus environment.
  • Coordinate with campus stakeholders, end users, facilities staff, architects, engineers, and contractors to ensure project alignment with institutional goals.
  • Prepare and maintain project documentation, including scopes of work, cost estimates, change orders, schedules, and progress reports.
  • Monitor contractor performance under JOC agreements, ensuring adherence to contract terms, quality standards, safety protocols, and applicable codes.
  • Conduct regular site visits to track progress, resolve field issues, and verify compliance.
  • Facilitate meetings and communication among all project participants to ensure timely decision‑making and minimal disruption to campus operations.
  • Manage project budgets, track costs, and ensure timely invoicing and financial reporting.
  • Support continuous improvement efforts related to JOC program processes and project delivery.

Minimum Required Qualifications: 

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or related field.
  • 5+ years of project management experience in construction, preferably within JOC, higher‑education, or public-sector environments.
  • Strong understanding of construction means and methods, building codes, and contract administration.
  • Proven ability to manage multiple projects simultaneously.
  • Excellent communication, coordination, and problem‑solving skills.

Preferred Qualifications: 

  • 2 years’ experience in Educational Facility Construction
  • Experience utilizing Building Information Modeling (BIM)
  • Knowledge of all parts of the project life cycle, to include master planning, design, construction and closeout.
  • Experience in alternative delivery methods.
  • Experience with using a web based project management system.
  • Experience in Leadership in Energy and Environmental Design (LEED) certified projects and/or the Collaborative for High Performing Schools (CHPS)
  • Experience in Formal Construction Partnering
  • Experience with Division of the State Architect (DSA) construction/design processes or similar
  • A valid Certificate of Registration as an Architect by the California Architectural Board or Professional Engineer by the California State Board for Professional Engineers and Land Surveyors
  • A valid Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI).
  • Salary Range: $168,000-$173,000
