Job Description
The Virginia Department of Health (VDH), Office of Information Management (OIM), is seeking an experienced Oracle APEX Developer to support data modernization initiatives involving Vital Statistics and Vital Records systems.
The selected candidate will work on the Virginia Vital Events and Screening Tracking System (VVESTS), an enterprise application developed using Oracle Application Express (APEX). VVESTS supports mission-critical functions including the Birth Registry, Death Registry (EDRS), and Screening Registry and integrates with various state and federal agencies.
The Oracle APEX Developer will be responsible for designing, developing, enhancing, and maintaining APEX applications and database components. The role will focus on modernization of the VVESTS platform, development of new application pages and components, database programming, security enhancements, integration with external systems, and improving application performance and user experience.
Because VVESTS manages highly sensitive PII and PHI data, the developer must follow strong security, privacy, and compliance practices, including requirements related to HIPAA.
Key Responsibilities
- Design, develop, test, and maintain Oracle APEX applications and application components.
- Develop new Oracle APEX pages, forms, reports, interactive grids, processes, and application features.
- Develop and optimize SQL queries, PL/SQL procedures, functions, packages, and triggers.
- Work with Oracle 11g, 18c, and 19c databases.
- Perform database development, troubleshooting, optimization, and performance tuning.
- Develop modern and user-friendly interfaces using JavaScript and/or jQuery.
- Utilize Oracle PL/SQL Web Toolkit for web-based application development.
- Develop and integrate RESTful and SOAP Web Services.
- Support integrations between VVESTS and state/federal partner systems.
- Implement application security controls to protect sensitive PII and PHI data.
- Enhance application functionality while maintaining HIPAA and applicable security requirements.
- Troubleshoot application and database issues and provide production support.
- Participate in requirements analysis, technical design, development, testing, deployment, and maintenance.
- Collaborate with business users, technical teams, and external stakeholders.
- Modernize existing VVESTS functionality using advanced Oracle APEX capabilities.
- Improve application performance, usability, scalability, and long-term maintainability.
- Create and maintain technical documentation for applications, database objects, integrations, and enhancements.
