Job Description

Senior Technical Program Manager, Ops Tooling & Rider Experience Contract on W2 Foster City, CA

Visa: GC

About the Role
The Program Management Office (PMO) drives cross-functional program execution at the highest level. As a Technical Program Manager (TPM) on this team, you will own two portfolios that together span the full service experience: the tooling operations teams use to run the fleet, and the app and in-vehicle experience riders touch.

The Ops Tooling & Efficiency portfolio covers remote assistance and teleoperations tooling, mission dispatch and readiness, fleet response and vehicle recovery, vehicle diagnostics and repair workflows, operator-facing fleet monitoring, rider support tooling, and the shared services platform underneath them. The goal is to reduce the human effort required to run every mission while raising the reliability of the systems operations teams depend on. The Rider & Vehicle Experience portfolio covers the consumer mobile app, along with the in-vehicle rider experience and the display application and platform it runs on.

This is a portfolio ownership role. You will be the single accountable owner for status, risk, and stakeholder alignment across both portfolios, partnering with the program managers who drive individual workstreams and driving workstreams directly where no dedicated owner exists. The work is inherently cross-organizational, spanning engineering, autonomy, and operations teams outside your reporting line, so building credibility quickly and driving decisions without formal authority is a core requirement.

Responsibilities

  • Own end-to-end delivery across both portfolios, spanning current and future vehicle software releases as well as enablement work that does not map to a single release
  • Serve as the primary point of contact for milestone and executive leadership, synthesizing status across workstreams into a consistent view and a clear outlook against company objectives
  • Drive execution directly for workstreams without a dedicated program manager, and partner with workstream owners where one exists
  • Negotiate scope and sequencing with engineering, manage dependencies on autonomy capabilities, and represent the needs of the operations teams who are your primary customers
  • Surface blockers, dependency gaps, and scope risk immediately rather than holding them for the next status cycle, and drive them to resolution or escalation
  • Partner with product and engineering leaders during quarterly planning to arbitrate scope, expose what is unfunded, and make tradeoffs explicit before they become schedule surprises
  • Define and track the operational efficiency measures that determine the cost and reliability of running the fleet, and hold programs accountable to moving them
  • Assess whether the program structure underneath each portfolio still fits the work, and reshape it where it does not

Qualifications

  • BS or MS in an engineering discipline, or equivalent experience
  • 6+ years in engineering or program management, with a track record of owning complex technical programs end to end
  • Experience delivering operational or operator-facing tooling at scale (fleet management, dispatch, remote assistance, logistics, or support systems) where reliability and real-time performance are non-negotiable
  • Experience delivering consumer-facing product, ideally a consumer mobile application, and familiarity with how consumer product teams operate
  • Working familiarity with autonomy, robotics, or another complex safety-critical domain; much of the scope is integration work with such systems, and you should be able to hold a credible technical conversation about degraded-mode behavior and system safety constraints
  • Proven ability to influence without authority across organizational boundaries
  • Expert proficiency with Jira for managing complex software development backlogs and cross-team dependencies
  • Excellent roadmapping skills, with a talent for breaking strategic plans into tactical steps and identifying critical path across independently planned workstreams
  • Strong problem-solving and analytical skills with a focus on continuous process improvement
  • Excellent written, presentation, and verbal communication skills, tailored to both technical and leadership audiences
  • Ability to perform in a fast-paced, high-stakes environment, and to establish structure and drive progress where the problem space is ambiguous and still evolving

Bonus Qualifications

  • Experience at a ridesharing, delivery, logistics, or marketplace company where operational cost per trip was a tracked business metric
  • Experience developing and scaling engineering or operational programs and processes from scratch
  • Background in consumer mobile at scale, including accessibility standards and localization
  • Experience managing programs that span internal tooling and customer-facing product simultaneously
  • Experience with the transition from limited deployment into sustained commercial service
  • PMP or equivalent
