Project Manager Certified

Currently seeking qualified candidates for the position of a Project Manager (certified) for our Maternal and Child Health (MCH) applications.  These applications are used by CHFS to improve the physical, socio-emotional health, safety, and well-being of all Kentucky women, infants, children, adolescents, and their families.  This position is housed within the Office of Application Technology Services (OATS) – Division of Health Services Systems (DHSS).  This position is responsible for overseeing all facets of the MCH OATS technology team.

• Must have the minimum of 10 years of experience, plus the project management certification
• Familiar with creating and executing work plans, also able to review BA work
• Will oversee a large team and several projects

The MCH PM will be responsible for initiating and coordinating meetings with stakeholders such as the Kentucky Department for Public Health (DPH) Infectious Disease Branch and overseeing applications that impact Maternal Child Health. Additional responsibilities are:

• Creating and executing project work plans and revising as appropriate to meet changing needs and requirements.
• Identifying resources needed and assigns individual responsibilities.
• Applying CHFS OATS IT SDLC methodology and enforces project standards.
• Preparing for requirements reviews and quality assurance procedures.
• Minimizing exposure and risk on project.
• Ensuring project documents are complete, current, and stored appropriately.
• Tracking and reporting team project status to branch manager on a weekly basis or as needed.
• Facilitating team and client meetings effectively
• Communicates effectively to client on a daily/weekly basis.
• Manages client expectations.
• Holding regular status meetings with project team.
• Keeping project team well-informed of changes in project status.
• Conveying engaging, informative and well-organized presentations.
• Resolving and/or escalating issues in a timely fashion.

• Professional Project Management Certification from accredited intuition
• Exceptional analytical and problem-solving skills.

• Bachelor's degree or equivalent combination of education and relevant experience.
• Experience managing Agile, Waterfall, or Hybrid software development projects.
• Experience managing project scope, schedule, budget, risks, issues, and change management.
• Experience coordinating User Acceptance Testing (UAT) activities.
• Experience managing software vendors and contractual deliverables.
• Experience reviewing technical and functional documentation.
• Strong analytical, organizational, problem-solving, and decision-making skills.
• Excellent written, verbal, facilitation, and presentation skills.
• Experience using Microsoft Project, Visio, Word, Excel, PowerPoint, and SharePoint.
• Experience with Azure DevOps, Jira, ServiceNow, or similar project management and work management tools.
• Ability to manage multiple priorities and work effectively with business and technical teams.
• Minimum of 10 years of experience managing large-scale Information Technology projects.

• Ability to communicate complex technical concepts.
• Possess general understanding in the areas of application programming, database and system design.
• Self-managed, highly motivated and has a strong drive for results.
• Skilled in managing a team.

Desired Qualifications/Skills:

• Bachelor's Degree or other advanced degree preferably in an IT related field.
• Demonstrated understanding of Project Management processes, strategies and methods.
• Experience mentoring, coaching and developing rising talent in the technology department.
• Excellent time management and organizational skills and experience establishing guidelines in these areas for others.
• Strong sense of personal accountability regarding decision-making and supervising department teams.
• Experience working in a high-level collaborative environment and promoting a teamwork mentality.
• Managerial experience applying analytical thinking and problem-solving skills.
• Ability to predict challenges and seek to proactively head-off obstacles.
