Job Summary

We are seeking an experienced GIS Analyst 3 to support the Highway Maintenance Management Section (HMMS). The successful candidate will perform advanced GIS analysis, enterprise asset data management, GIS application development, spatial data validation, and technical coordination.

The GIS Analyst will work under the direction of the HMMS Program Manager and will be responsible for analyzing, validating, maintaining, and managing GIS data associated with transportation and highway maintenance assets. The role will also involve developing and maintaining GIS applications using ESRI technologies, supporting enterprise GIS environments, and serving as a technical liaison between IT teams, asset management system administrators, and business users with varying levels of technical expertise.

The ideal candidate will have strong hands-on experience with ArcGIS Pro, ArcGIS Enterprise, ArcSDE, ArcGIS Server, Portal, Web Adaptors, Data Stores, JavaScript mapping APIs, Python, and web application development.

Key Responsibilities

GIS Analysis & Data Management

• Perform advanced GIS analysis and spatial data processing for highway maintenance and transportation assets.
• Analyze, validate, clean, and maintain enterprise GIS datasets.
• Identify data quality issues and develop appropriate remediation strategies.
• Perform complex spatial analysis and mapping projects.
• Develop multi-layered maps using appropriate GIS tools and programming environments.
• Support enterprise asset data management and spatial data integration.
• Maintain accurate and reliable GIS data for highway maintenance operations.
• Develop tools and processes to improve GIS data management and analysis.

GIS Application Development

• Design, build, develop, test, deploy, and maintain GIS applications.
• Develop web-based GIS applications using ArcGIS API for JavaScript and other JavaScript mapping APIs.
• Develop GIS tools and applications using ESRI technologies and programming environments.
• Support application enhancements, troubleshooting, debugging, and performance improvements.
• Integrate GIS applications with enterprise GIS systems and asset management environments.
• Translate business requirements into functional GIS applications and technical solutions.

ESRI Enterprise GIS

• Work extensively with the ESRI GIS software suite, particularly ArcGIS Pro 3.x and higher.
• Support and maintain ArcGIS Enterprise environments.
• Work with:

• Support enterprise GIS architecture and spatial data services.
• Troubleshoot GIS application and enterprise GIS issues.

Technical Coordination & User Support

• Serve as a technical liaison between ITD, asset management system administrators, and GIS/application users.
• Communicate technical information effectively to both technical and non-technical users.
• Gather and understand business and operational requirements.
• Provide technical guidance and recommendations related to GIS applications and data.
• Assist users with GIS tools, applications, workflows, and data-related issues.
• Coordinate with stakeholders to resolve technical and data-quality issues.

Python & Automation

• Use Python to develop GIS tools, scripts, and automation solutions.
• Automate repetitive GIS data processing and analysis tasks.
• Develop scripts for data validation, transformation, extraction, and maintenance.
• Support integration between GIS datasets, enterprise systems, and external data sources.

Linear Referencing & Asset Management

• Support linear referencing system (LRS) development and maintenance.
• Develop and maintain GIS applications supporting spatial data management.
• Support transportation asset management datasets and workflows.
• Work with roadway and highway maintenance-related spatial information.
• Assist with integration between GIS and enterprise asset management systems.
