Job Description

Position Title : Business Intelligence Analyst II Location : Coronado, CA Clearance required : SECRET Responsibilities include (but are not limited to):

  • Collaborate with stakeholders to define key performance indicators (KPIs) and metrics while managing the flow of information, so data is analyzed, summarized and routed to the proper stakeholders in a timely manner.
  • Store data in Government controlled databases; establish operational procedures to utilize the database and provide technical support as required.
  • Analyze data to identify any trends that could impact strategies; utilize the results of the analysis to support recommendations for action to improve or grow the program.
  • Conduct quantitative and/or qualitative data analysis and evaluations to determine the effectiveness of operations and assessment processes used to inform decision makers on current trends and optimization opportunities.
  • Utilizing data, apply commonly used regression algorithms, statistical software, and computer programs to generate predictive models for classification, data normalization and regularization.
  • Establish and maintain an efficient, user-friendly, interactive registration and peer and subordinate survey collection system to streamline these processes.
  • Collect, process, and analyze large datasets from NSW's Continuum of Leadership Development Program (CLD), coordinating with CLD personnel as directed by the Program Manager.
  • Develop and maintain complex data models, reports, and dashboards using BI tools (e.g., Power BI, Tableau).
  • Create compelling visualizations that effectively communicate findings to both technical and non-technical stakeholder audiences.
  • Work with a variety of people, both internally and externally, to stay aware of trends in leadership assessment among other Navy communities.
  • Prepare quarterly analytic and performance reports to include depictions of participant performance, assessment trend analysis, and summaries of data.
  • Supervise the Administrative Support Assistant (ASA).
  • Act as the Moderator during panel milestone interviews if requested by the Government. The role of the Moderator is to ensure continuity among iterations by adhering to prepared scripts for all competency interviews, and readiness for milestone deliberations. The Moderator will enforce the rules of engagement specified for both panelists and participants. This role requires situational awareness, anticipation, discretion, and tact. The Moderator is not an assessor of milestone readiness. Qualifications
  • Minimum of 5 years' experience in developing customer-directed scoring and assessment templates and other applications with easy utilization features and display in real time.
  • Minimum of 5 years' experience presenting performance summaries, analyzing performance trends, and developing future performance deliverables for assessment programs.
  • Demonstrating capability in at least two instances to fully comprehend collected data, analyze through quantitative and/or qualitative techniques, and present summaries to facilitate executive decisions.
  • Demonstrating through work experience at least 2 of the following best practices in data collection: understanding the often-competing needs of a variety of community stakeholders; appreciating the importance of accurate data collection in real time; mastering analytical tools to best portray assessment results; ensuring data collection accuracy; and focusing on clear and unambiguous display presentations designed to achieve actionable results.
  • Possess a bachelor's degree in business intelligence analysis, statistics, engineering, or related field. Additional skills for the highly qualified candidate:
  • Demonstrated qualities of strong attention to detail; critical thinking, creative problem solving, data mining and visualization, predicative analysis, machine learning, high accuracy of products; and communication skills to relate to senior officers during assessment interviews.
