Job Description

Job Title: Sr. Business Analyst

Client: Commonwealth of PA2 - PUC (Public Utility Commission)

Closing Date: 09/21/2026 at 4.00 pm

Hybrid Work: Candidates are expected to be in the office in PA 2 days a week (offices available statewide) with one of those days being Wednesday. 3 days can be worked from home/remote.

 

Position Summary

The Pennsylvania Public Utility Commission (PA PUC) is seeking an experienced Sr. Business Analyst to work on requirement gathering, design and testing for the modernization of the Commission’s CAI application.

The CAI application is critically important for resolving complaints from the public with utilities companies.

A three-year long modernization effort is about to start that will involve the planning and delivery of this exciting project.

This role will be responsible for working with the business unit subject matter experts and identifying and recommending key system improvements while retaining the existing key functionality and ensuring it is migrated to the new system. 

This role requires someone with a strong background in identifying ways to make process improvements wherever they can occur. 

This position will require an individual that can work well with a team and be able to work independently. 

This role will make recommendations to the business unit, be able to clearly document them and be able to discuss in detail with other team members such as the Product Manager, Data Modeler, Developers, and Product Owner. 

This individual will also need a strong testing background and will be able to test the functionality of the system to verify the accuracy of the changes.

 

Key Responsibilities

Document the existing requirements of the CAI application and verify all key functionality is accounted for.

Prioritizes requirements, link them to legislative/policy requirements where applicable

Work with the various business units and make recommendations for system improvements.

 Propose new features that bring business value to the system.  

Work directly with the Product Manager in the translation of business requirements into clear user stories and define the acceptance criteria.

Assist in analyzing technical approaches (including potential platform, architecture, and integration decisions) as needed.

Work with the Product Manager as needed to assist in assuring business requirements is clearly understood by the technical delivery team.

Support change management, user adoption, and training efforts related to the modernized solution as needed.

 Ensure the product aligns with Commonwealth and PA PUC standards for security, accessibility (WCAG), data privacy, and compliance.

 Help identify risks, dependencies, and impediments.

 Provide regular status updates and recommendations to IT leadership and business sponsors.

 

  Required/Desired Skills:
  • Business Analyst of which at least three are in a Sr. Analyst role.
  • Demonstrated experience analyzing legacy applications or leading digital transformation requirement gathering.
  • Strong experience gathering requirements and translating them into clearly understood user stories.
  • Working knowledge of Agile/Scrum methodologies and tools (Azure DevOps, Jira, or similar).
  • Experience with the testing of large projects.
  • Experience leading and coordinating UAT
  • Excellent written and verbal communication skills, with the ability to communicate effectively with both technical and non-technical audiences.
  • Strong organizational and prioritization skills with the ability to manage competing demands.
  • Experience with analysis as it relates to enterprise application modernization (e.g., migrating from legacy platforms, moving to modern architecture
  • Experience with process improvement and business process reengineering.
  • Knowledge of accessibility standards (WCAG 2.1) and public-sector compliance requirements.
    • Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
