Facility Construction Engineer - Federal Sector

Procon seeks an experienced Facility Construction Engineer to provide design, construction, and facility management support for a federal facility in Washington, DC. The position will support facility renovations, space reconfiguration, operations and maintenance oversight, space planning, move services, procurement, occupancy support, lease administration, and management of an automated Integrated Workplace Management System (IWMS). The Facility Construction Engineer will also provide project coordination, cost estimating, budgeting, scheduling, and construction and building management support while collaborating with architecture, engineering, construction, and government stakeholder teams. The ideal candidate will have experience supporting complex federal facility projects throughout the design and construction lifecycle. This position reports directly to Procon’s Facility Program Manager and works closely with the client on a day-to-day basis.

Qualifications & Skills

• Bachelor’s degree in Architecture, Engineering, Construction Management, or a related discipline.

• Minimum of 10 years of project or facility management experience.

• Professional certification or affiliation with AIA, ASID, PMP, or CMAA/CCM.

• Experience managing construction projects within occupied Federal Government facilities.

• Experience managing complex new construction, major renovations, and multiple concurrent construction or facility projects.

• Strong knowledge of construction methods, scheduling, cost estimating, budgeting, and project controls.

• Experience coordinating with Federal Government agencies, GSA, A/E firms, contractors, construction trades, and building suppliers.

• Proficiency with MS Project and/or Primavera P6.

• Ability to electronically review and print AutoCAD documents.

• Experience supporting commercial projects involving systems furniture.

• Professional-level proficiency in written and spoken English.

• Proficiency in implementing Artificial Intelligence (AI) tools preferred.

• Must successfully pass a Federal Government suitability background investigation and obtain an HSPD-12 clearance for access to the client facility and network.

Responsibilities & Duties

• Manage interior workplace environments to support employee productivity, health, welfare, and workplace safety.

• Oversee construction and renovation projects, including simultaneous facility improvement initiatives.

• Direct facility construction activities and lead construction progress meetings.

• Support development of government cost estimates, budget tracking, scheduling, and project financial controls.

• Coordinate project activities with government agencies, design professionals, contractors, suppliers, and construction trades.

• Provide building management services, including space management, facilities and equipment maintenance, energy conservation, and systems furniture planning and installation.

• Plan, coordinate, and provide advisory support for facility and building support service functions.

• Monitor workloads and adjust resources and priorities to promote timely and cost-effective delivery of services.

• Ensure contract performance complies with applicable OSHA requirements and established quality control standards.

Physical Requirements

This position requires regular onsite presence in an active construction environment. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation, including:

• Walking and standing for extended periods while performing site observations and inspections.

• Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations.

• Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities.

• Accessing mechanical, electrical, utility, process, and other construction areas as required.

• Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements.

• Working in indoor and outdoor environments with exposure to typical construction-site conditions, including noise, dust, weather, and temperature fluctuations.

• Occasionally lifting and carrying up to 25 pounds.
