Job Description

Position Summary

We are seeking an experienced Digital Content Manager & Vendor Coordination Specialist to support the planning, development, management, and delivery of digital learning content and resources across multiple projects and stakeholder groups.

This contractor will serve as a central coordinator among internal teams, subject matter experts, technology teams, and external vendors to ensure the successful development, review, and deployment of high-quality, accessible digital content and asynchronous learning experiences.

The ideal candidate combines strong digital content development and instructional design expertise with proven vendor coordination and project management skills. The successful candidate will also have demonstrated knowledge of Section 508 accessibility requirements and WCAG standards and experience reviewing and remediating digital learning materials for accessibility and quality.

Key Responsibilities

Digital Content Development

  • Develop, manage, and maintain digital content for online learning environments and professional learning initiatives.
  • Edit and quality-review multimedia content, including videos, graphics, presentations, e-learning modules, and web-based resources developed internally or by external vendors.
  • Collaborate with subject matter experts to transform complex information into engaging and effective asynchronous learning experiences.
  • Ensure consistency in branding, messaging, instructional quality, and user experience across digital products.
  • Maintain digital learning assets, resources, and supporting documentation throughout the content lifecycle.

Asynchronous Learning Design

  • Design and develop self-paced learning modules using instructional design principles and adult learning best practices.
  • Support the development of learning pathways, online courses, microlearning experiences, and digital resource repositories.
  • Incorporate learner engagement strategies, assessments, multimedia, and interactive elements into asynchronous learning experiences.
  • Build, update, and maintain learning experiences within learning management systems (LMS).
  • Use digital authoring and multimedia tools to develop and refine engaging online learning content.

Vendor Coordination & Project Management

  • Serve as the primary liaison among external vendors, consultants, service providers, internal teams, and other project stakeholders.
  • Coordinate project schedules, milestones, deliverables, reviews, revisions, and approvals.
  • Monitor vendor performance and deliverables to ensure compliance with established quality, accessibility, timeline, and contractual requirements.
  • Facilitate project meetings, status updates, working sessions, and stakeholder communications.
  • Maintain project schedules, action items, documentation, and deliverable tracking.
  • Identify project risks, dependencies, resource needs, and potential delays and escalate issues appropriately.
  • Coordinate feedback from multiple stakeholders and ensure revisions are clearly communicated and tracked through completion.

Accessibility & Quality Assurance

  • Ensure digital learning content meets Section 508 accessibility requirements and applicable WCAG 2.1 or higher standards.
  • Conduct accessibility reviews of digital documents, multimedia, e-learning modules, presentations, and web-based resources.
  • Identify accessibility issues and coordinate or perform appropriate remediation.
  • Provide guidance to vendors, content developers, and stakeholders on accessible design and development practices.
  • Conduct functional and quality assurance testing to ensure digital products are accurate, accessible, user-friendly, and learner-centered.
  • Establish and maintain quality assurance processes, checklists, and documentation.

Stakeholder Engagement

  • Collaborate with leadership, program staff, instructional design teams, technology teams, subject matter experts, vendors, and external partners.
  • Gather requirements and translate stakeholder needs into actionable project plans, content specifications, and deliverables.
  • Facilitate communication and alignment across teams with competing priorities and deadlines.
  • Support project reporting, documentation, lessons learned, and continuous improvement activities.
  • Provide clear and timely status updates to leadership and project stakeholders.

Required Qualifications

  • Bachelor's degree in Instructional Design, Educational Technology, Communications, Digital Media, Project Management, or a related field; equivalent professional experience may be considered.
  • Minimum of 3 years of professional experience developing digital content, online learning resources, or related educational technology products.
  • Demonstrated experience coordinating projects involving multiple vendors, consultants, and stakeholders.
  • Experience designing and developing asynchronous learning modules and online learning experiences.
  • Working knowledge of instructional design principles and adult learning best practices.
  • Working knowledge of Section 508 accessibility requirements and digital accessibility standards, including WCAG 2.1 or higher.
  • Experience reviewing, testing, and/or remediating digital content for accessibility compliance.
  • Strong project management, organizational, communication, and coordination skills.
  • Demonstrated ability to manage multiple projects, priorities, vendors, and deadlines simultaneously.
  • Strong attention to detail and commitment to producing high-quality digital learning experiences.

Preferred Qualifications

  • Experience working in K-12 education, higher education, government, or public-sector environments.
  • Experience administering or developing content within LMS platforms such as:
    • Canvas
    • Moodle
    • Schoology
    • Blackboard
    • Other comparable LMS platforms
  • Experience with digital authoring and multimedia tools such as:
    • Articulate 360
    • Articulate Rise
    • Articulate Storyline
    • Adobe Creative Cloud
    • Camtasia
    • Comparable e-learning and multimedia platforms
  • Familiarity with project management methodologies, tools, and practices.
  • Experience developing accessibility standards, QA processes, or content review workflows.
  • Relevant professional certifications or training, such as:
    • CAPM (Certified Associate in Project Management)
    • IAAP CPACC (Certified Professional in Accessibility Core Competencies)
    • Instructional design certifications
    • Accessibility certifications or training
    • Relevant LinkedIn Learning, Coursera, or comparable professional-development certificates in instructional design, e-learning development, accessibility, or authoring tools.

  • Routine project updates, timelines, status reports, and stakeholder communications.
  • Documentation of project activities, development decisions, accessibility reviews, revisions, approvals, and vendor deliverables.
  • Tracking of project milestones, risks, dependencies, action items, and outstanding deliverables.
  • Continuous improvement of digital content development and quality assurance processes.
