Job description

Project Manager – Transmission & Substation

Position Overview

We are seeking an experienced Project Manager to lead the early-stage development of high-voltage transmission and substation projects. This role is responsible for coordinating engineering, estimating, supply chain, construction, and other cross-functional teams to ensure projects are adequately planned and ready for execution.

The Project Manager will oversee the development of project scope, budgets, schedules, procurement strategies, engineering plans, permitting approaches, and land-related requirements. The role requires strong project planning, cost and schedule management, risk assessment, and stakeholder coordination skills.

The primary focus is early-stage project development and pre-construction readiness rather than construction execution. The successful candidate will establish clear project requirements, identify risks and mitigation strategies, and ensure that each project has a defined and actionable plan before transitioning to the execution phase.

Key Responsibilities

Early-Stage Project Development

  • Lead early-stage planning for high-voltage transmission and substation projects.

  • Develop comprehensive project plans covering scope, budget, schedule, engineering, procurement, permitting, and land requirements.

  • Coordinate pre-construction activities across Engineering, Estimating, Supply Chain, Construction, and other relevant teams.

  • Establish project objectives, deliverables, milestones, assumptions, and execution-readiness requirements.

  • Ensure alignment between technical requirements, cost estimates, schedules, and project development plans.

Cross-Functional Coordination

  • Coordinate multidisciplinary teams across Development, Land, Environmental, Legal, Regulatory, Procurement, Engineering, and Operations.

  • Facilitate communication and manage dependencies across project workstreams.

  • Integrate scope, schedule, and budget considerations to maintain a consistent project plan.

  • Engage internal stakeholders to resolve issues, address constraints, and maintain progress against project milestones.

Procurement and Estimating

  • Prepare Request for Proposal (RFP) packages to competitively source engineering, surveying, geotechnical, LiDAR, and construction services.

  • Coordinate with Supply Chain and procurement teams to support vendor sourcing and procurement planning.

  • Provide Estimating teams with detailed project scope, assumptions, and requirements to support cost estimates and financial models.

  • Review project inputs and identify gaps that could affect cost, schedule, or project readiness.

Risk, Schedule, and Budget Management

  • Develop and maintain project schedules, budgets, scope documentation, and planning deliverables.

  • Identify technical, commercial, regulatory, permitting, land, and schedule risks.

  • Develop risk mitigation strategies and track actions required to address project constraints.

  • Monitor project progress, identify deviations from plans, and coordinate corrective actions.

  • Provide management with timely updates on project status, key issues, dependencies, risks, and mitigation plans.

Reporting and Project Readiness

  • Prepare project progress reports and communicate milestones, issues, and risks to management.

  • Maintain clear documentation of scope, budget, schedule, permitting strategy, assumptions, and risk plans.

  • Ensure project development deliverables are sufficiently defined to support execution planning.

  • Coordinate the transition from early-stage development to the appropriate execution team when the project is ready.

Key Accountabilities

  • Clearly defined and documented project scope.

  • Developed budget and cost assumptions.

  • Established project schedule and milestones.

  • Defined permitting and land-development strategy.

  • Documented project risks and mitigation plans.

  • Coordinated engineering, estimating, procurement, and pre-construction deliverables.

  • Execution-ready project plans for high-voltage transmission and substation projects.

Required Qualifications

  • Experience in project management, project development, engineering coordination, or pre-construction planning.

  • Experience coordinating multidisciplinary teams and managing project scope, schedule, budget, and risks.

  • Strong understanding of project planning and procurement coordination.

  • Experience preparing project documentation, cost assumptions, schedules, and management reports.

  • Strong communication, organizational, analytical, and stakeholder management skills.

  • Ability to manage multiple workstreams and project dependencies in a complex infrastructure environment.

Preferred Qualifications

  • Experience with high-voltage transmission line or electrical substation projects.

  • Familiarity with power delivery infrastructure and utility project development.

  • Experience coordinating engineering, estimating, supply chain, land, environmental, and regulatory workstreams.

  • Experience preparing RFP packages for engineering, surveying, geotechnical, LiDAR, or construction services.

  • Familiarity with permitting strategies, land requirements, project risk management, and cost estimation.

  • Experience supporting projects across the United States or Canada.
