Manager, Office of Print Services Marketing Statement

WMATA (Metro) is looking for an accomplished leader to serve as Manager, Office of Print Services. This position oversees print production, mail services, receiving, and distribution operations that provide essential support to employees across the organization. The Manager will lead a high-performing team focused on delivering reliable, efficient, and customer-centered services. From optimizing workflows and strengthening operational processes to advancing modernization efforts, this leader will drive continuous improvement while ensuring exceptional service delivery. Job Summary

The Manager, Office of Print Services is accountable for and utilizes both technical knowledge and management skills to provide daily oversight of Washington Metropolitan Area Transit Authority (WMATA)'s Print Shop, including facilities, equipment and personnel. The incumbent manages the processing of incoming job requests, establishes and maintains quality assurance standards and processes, ensures detailed record keeping of the workflow fulfillment process, assigns, and prioritizes job requests, and maintain appropriate staffing levels and supply inventory. standards. Additionally, the incumbent oversees the Authority's centralized mail room operation, which includes mail pick up and distribution, lost and found pick up, freight receiving activities and vehicle maintenance.

Principal Job Duties
  • Formulates and prepares print requests. Implements a production work schedule to meet deadlines on multiple projects'; Maintains job logs for assigned projects and assigns jobs to staff accordingly.
  • Provides internal customer service for client requests. Counsels' customers on printing services and provides recommendations to ensure customer satisfaction.
  • Inspects and verifies completed projects to ensure quality and brand standards.
  • Supervises, leads and oversees all print shop staff. (includes: digital specialists, multi press operators, distribution & warehouse clerks, receiving clerks, mail clerk drivers and contractors as assigned).
  • Oversees all employee scheduling and time management.
  • Oversees all direct report reviews, trainings and prioritizes daily tasks.
  • Responsible for maintaining employee union relationships (i.e., employee promotions, grievances and accountability)
  • Attends print industry-specific conferences, open houses, and meets with vendors to learn about print industry innovations and how to evolve and keep the WMATA print shop current and modernized.
  • Coordinates the installation, operation, and maintenance of Print Shop technology and networks with the Digital Modernization Department.
  • Operates and maintains high-end equipment and software in a multi-platform environment.
  • Supervises day-to-day operation of mail and receiving functions, including USPS, courier, interoffice and outgoing mail.
  • Facilitates paper (i.e., printer paper) support for 3rd party vendor/contractor to be distributed at three key WMATA administrative buildings (L'Enfant Plaza, New Carrollton, and Eisenhower Avenue). Ensures that paper is distributed by contractor to all WMATA floors within those aforementioned buildings.
  • Maintains inventory of paper, bindery supplies, toner, and orders supplies and other consumables.
  • Provides assistance, instruction and troubleshoots design problems on digitally prepared publications to maintain business continuity of services.
  • Oversees contract executions, procurements and provides consultation on all invoicing on behalf of the department.
  • Manages the Office of Print Services annual budget and any contract modifications which might impact the agreed upon contract.


Other Duties
  • Administers and stewards the department's purchase card, attending and remaining current on all required training for use and operation of that card per purchasing rules and regulations.
  • Makes purchases that align with WMATA's policies and procedures to support business continuity in the Office of Print Services.

  • Ensures all safety guidelines are followed and up to date per WMATA and industry standards.
  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.

RESPONSIBILITIES

Knowledge
  • Advanced knowledge of high-end printing equipment and software in a multiplatform environment, preferably Macintosh and Windows Operating Systems
  • Advanced knowledge and skills in operating and maintaining digital color proofing systems, high resolution digital scanners, film recorders and output equipment.
  • Advanced knowledge of the printing process
  • Knowledge of local area network systems configuration, implementation and administration, preferably with knowledge of Novell Netware, Groupwise and Appleshare IP software
  • Knowledge of web, file, e-mail, ftp and remote access servers and software
  • Expert professional knowledge of high-end equipment specializing in the digitizing and replication industry
  • Knowledge of or the ability to rapidly attain a knowledge of the Authority's rules and regulations, budget processes and collective bargaining agreements
  • Understanding of information theory and its application to digital interface design for publications

Skills
  • Advanced technical experience in cross-platform service bureau and electronic prepress environment work

  • Ability to organize and supervise assigned sections to include planning and evaluating equipment and manpower requirements

Supervisory Responsibility
Supervises work of others, including planning, assigning, scheduling and reviewing work, ensuring quality standards. Is responsible for hiring, terminating, training and developing, reviewing performance and administering corrective action for staff. Plans organizational structure and job content.

QUALIFICATIONS

Minimum Education
  • Bachelor's degree in communications, computer sciences or imaging and information design, or a related field.
    • In lieu of a Bachelor's degree, a high school diploma or a general equivalency diploma (GED), four (4) years of experience in performing or supervising digital design, service bureau or prepress activities in addition to the years of experience below.

Minimum Experience
  • A minimum of six (6) years progressively responsible commercial experience in performing or supervising digital design, service bureau, or prepress activities and advanced experience in cross-platform publication typesetting, design and layout, vector illustrations, raster imaging and manipulation or in designing and producing web publications and pages for a complex organization.
    • Experience must include at least three (3) years of supervisory experience.
    • Experience must include at least three (3) years of customer relations experience.
