Serves as the senior engineering authority for DLA Video Operations Center (VOC) and COOP Support Services. The Senior Network Engineer is responsible for the design, configuration, implementation, integration, security, and sustainment of enterprise telecom and collaboration architecture supporting VTC, streaming video, IPTV/digital signage, SBC/CUBE, SIP trunking, E911, voice, video, and data transport. This position provides Tier III escalation, engineering oversight, and technical direction across subordinate operational and engineering roles. • Design, configure, install, integrate, test, and sustain enterprise VTC, SV, IPTV/digital signage, collaboration-edge, SBC/CUBE, SIP, E911, voice, video, and data infrastructure for the VOC and COOP. • Develop technical requirements, engineering specifications, solution designs, engineering plans, implementation procedures, network drawings, site installation drawings, test plans, and lifecycle replacement recommendations. • Lead Tier III troubleshooting and root-cause analysis for complex voice, video, transport, interoperability, performance, security, and infrastructure issues escalated by VOC administrators, VTC Leads, and junior engineers. • Prepare and submit Engineering Change Requests and coordinate IP addresses, ports, subnets, VLANs, virtual machines, rack space, power, connectivity, COMSEC, data center support, and Configuration Control Board approvals. • Implement engineering-level configuration changes, integrations, upgrades, patches, vulnerability remediations, and technology refresh activities in accordance with ETN configuration management processes and approved change procedures. • Ensure all components and configurations conform to applicable DISA STIGs, Federal and DoD cybersecurity policies, USCYBERCOM directives, enterprise standards, and DLA architectural direction. • Engineer and support high availability, failover, continuity, and interoperability for SBC/CUBE, E911 routing, collaboration edge, VTC, streaming, and IPTV/digital signage systems. • Coordinate with Government technical representatives, vendor program managers, carriers, partner agencies, cable/satellite providers, and field sites to resolve technical issues and deliver new capabilities. • Evaluate replacement equipment and emerging technologies; support short- and long-term technical strategy, budget estimation, lifecycle planning, supportability analysis, and maintenance concept optimization. • Provide technical oversight, training, and knowledge transfer to junior engineers, VTC Leads, administrators, and DLA personnel; create and maintain CONOPS, SOPs, troubleshooting guides, and engineering documentation. • Travel to CONUS and OCONUS DLA sites when authorized to support installation, testing, troubleshooting, and engineering requirements. Preferred experience: • Deep experience with Cisco collaboration architecture, including CMS, CMM, Expressway-C/E, CUCM, CUBE, TMS, WebRTC, SIP trunking, E911, and high-availability designs. • Experience with Haivision Media Platform, IPTV, digital signage, VQ Analytics, Synergy Sky, ServiceNow, DISA STIGs, ACAS/vulnerability remediation, and DoD configuration management. • Experience engineering secure NIPR/SIPR environments and supporting large, distributed DoD or Federal telecommunications networks. Qualifications (Must Haves): • Master’s degree in electrical, electronics, or systems engineering with at least eight (8) years of experience in the field, OR a bachelor’s degree in a related field with at least ten (10) years of experience in information systems or software engineering; OR an equivalent combination of education, advanced technical certifications, and directly related engineering experience. • Relevant advanced certification from a nationally recognized technical authority, such as CCNP Enterprise or CCNP Collaboration, together with CompTIA CASP+, or equivalent advanced industry credentials supporting senior-level telecommunications and network engineering. • Experience with complex applications involving all phases of telecommunications network design, implementation, management, and analysis, including voice, video, and data transport systems. • Experience evaluating and estimating carrier-provided voice and data WAN services, designing access and backbone networks using carrier services, and/or analyzing and designing wireless voice or data networks, including familiarity with networking protocols and standard IoT protocols. • Active Secret Clearance. • Ability to work on-site in Columbus and provide after-hours, overtime, and authorized travel support when required.
