The EL1 Delivery Manager is accountable under broad direction to undertake very complex work that delivers quality outcomes for the delivery of large ICT projects for the NDIA. You will be part of a project team, resolving issues and risks across a broad range of activities of substantial depth and significant detail, and supporting the leadership of your work area in planning and coordinating the team.

The role coordinates and takes responsibility for detailed or sensitive projects that may involve many different and unrelated processes or methods, with impacts on the strategic or operational outcomes that support the NDIA's objective of building a world-leading National Disability Insurance Scheme. You will lead and coordinate scrum teams and Agile practices.

Estimated start 14 December 2026. 12-month initial contract with one 12-month extension option. 37.5 hours per week. Hybrid working is available subject to negotiation with the line manager - a minimum of three days each week in the office, with flexible arrangements for the remaining two.

Applications must address the essential and desirable criteria below in a one-page pitch of up to 5,000 characters. The proposed rate should reflect the candidate's skills and experience against those criteria; candidates who do not demonstrate them will not be assessed.

You must be able to obtain a Baseline security clearance.

Australian citizenship is mandatory. The successful candidate must provide evidence of citizenship during the pre-engagement check.

  • Facilitate multiple scrum teams in an agile project environment.
  • Manage project scope and timeline through sprint and release planning, in line with wider organisational commitments.
  • Coordinate sprints, retrospectives reviewing the previous sprint, and daily scrum stand-ups.
  • Support product owners to develop and manage product backlogs and new requests, and remove barriers.
  • Guide design teams to higher scrum maturity.
  • Help build a productive environment where team members have accountability for the product.
  • Manage the governance, stage gates and reporting of the project against Agency frameworks, escalating concerns as necessary.
  • Coach team members in agile frameworks and scrum practices.
Skills & experience
  • At least three years' experience facilitating the delivery of complex projects using Agile and SAFe methodologies in large programs, preferably within a government context.
  • Experience leading technical implementations, particularly of enterprise financial platforms.
  • Experience collaborating with business analysts to ensure all user stories are prepared for the sprints.
  • Excellent stakeholder engagement and teamwork skills, with the ability to work with colleagues to achieve outcomes.
  • Experience managing competing priorities and strategic directions, remaining calm under pressure and responding flexibly to change and uncertainty.
  • Proficiency with IT applications and project management tools, including Jira and Confluence.
Nice to have
  • Tertiary qualifications or industry-recognised certification in management, project management or a similar field.
  • Demonstrated experience managing or delivering large-scale ICT transformation programs or projects in an Australian Government setting.
  • Experience managing projects involving large-scale systems for claims, data or financial platforms.
