Position Job Title: Systems Developer.
Position Skill Level: Expert (Requires 84+ months of experience where the candidate can provide guidance to large teams and/or has extensive industry experience at the top of their field).
Number of Positions: 1 open position.
Engagement Duration: 30 months.
Target Start Date: September 1, 2026.
Employment Status: Full-Time (40 Hours Per Week).
Daily Work Hours: 8-hour workdays between the hours of 7:30 AM and 6:00 PM, including a 30-minute unpaid lunch break.
Work Type & Telecommuting: Hybrid role allowing up to 50% telecommuting.
Physical Work Location: ITS/Office of Mental Health, 44 Holland Avenue, Albany, NY 12229 (Home Base Region 1).
Interview Format: Webcasting (Candidate is strictly required to be on camera).
Technical Environment: The agency utilizes Microsoft and Oracle software running on Dell and HP hardware.

Project Scope & Day-to-Day Tasks

Project Assignment: OMH SharePoint Support and Development, along with other OMH projects as needed.
Core Responsibilities:

Design and implement solutions using SharePoint, MS Dynamics, C#, .NET, MVC, PL/SQL, and various programming tools.
Execute the full software development life cycle (SDLC).
Write code using Microsoft Visual Studio 2019 or higher utilizing MVC Architecture, .NET, JavaScript, Angular, Ajax, HTML, XML, and WCF.
Prepare scripts to create and modify Oracle tables, create indexes, constraints, triggers, and views, as well as code stored procedures/packages and handle data migration.
Diagnose, troubleshoot, and resolve rules, calculations, and data issues on application reports using Crystal Reports.
Mentor and assist other state and consultant programmers, providing technical guidance for debugging, troubleshooting, security, deployments, and architecture configurations.
Manage source code checking in, checking out, and version branching using the GitLab repository.
Work within the IT Service Management (ITSM) system to log incidents, process service requests, and coordinate releases with the ITS Chief Operating Office.
Diagnose production issues from ITSM, escalate critical calls, and join bridge calls to assist in resolution.
Complete all mandatory NYS/GOER and Agency training programs, including Internal Controls, Prevention of Workplace Violence, Sexual Harassment Prevention, and Information Security.
Execute a mandatory, written knowledge transfer plan managed in collaboration with the state team lead to transition information to state employees.

Mandatory & Requested Qualifications

C# and .NET Engineering: Minimum of 84 months of experience developing web-based applications using C# and/or .NET for n-tier web deployment.
SharePoint & Power Automate: Minimum of 84 months of experience developing and maintaining applications using Microsoft SharePoint and Power Automate.
Oracle Database Development: Minimum of 84 months of experience with Oracle database design, PL/SQL coding, stored procedures, packages, indexes, triggers, and table creation.
Business Logic & Requirements: Minimum of 84 months of experience interpreting and analyzing business requirements to build the execution logic directly within an application''s code.
CRM/Platform Customization: Minimum of 48 months of experience developing and managing custom applications with platforms like Microsoft Dynamics and/or Salesforce.
Healthcare Data & HIPAA Compliance: Minimum of 24 months of experience coding and maintaining applications containing healthcare data that falls under HIPAA Protected Health Information (PHI) standards
