Role Summary

Serves as a lead developer for the NYS Tax Modernization Program. The program encompasses multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance (DTF) across key areas such as Collections & Accounts Receivable, Taxpayer Accounting, and Withholding Tax Returns Processing.

Key Responsibilities

Gather business requirements and develop automated applications that meet business priorities.
Provide lead programming duties for tax-related applications.
Develop and mentor staff using technologies like J2EE, Spring, JSON, JavaScript, and JDBC.
Create and review detailed documentation, including program change requirements and detailed specifications documents.
Assist and provide guidance across all phases of the project management life cycle.
Create unit test plans, conduct unit testing, and debug code changes in the development environment.
Coordinate code migrations (programs, procedures) from development to user test environments.
Assist team members with distributed technologies including Java, DB2, XML, and XQuery.
Address, debug, and resolve defects promptly based on priority.
Facilitate and participate in meetings with ITS and DTF management, users, and technical teams.

Experience Level: 60–84 Months of experience as a Software Developer, capable of working independently without assistance and guiding others.

Requested Qualifications Matrix

72 Months: Experience with J2EE technologies including JDBC, JSP, and XML.
60 Months: Experience developing, building, and testing Java EE applications using modern IDEs (e.g., Eclipse, NetBeans, IntelliJ).
72 Months: Experience writing SQL statements for relational databases.
60 Months: Experience using J2EE frameworks such as Spring or Struts.
36 Months: Experience in messaging technologies (e.g., MQ, JMS, Kafka).
36 Months: Experience developing with HTML, CSS, and JavaScript.
12 Months: Experience with COTS or open-source Business Rules Management Systems (BRMS).
