Overview

We are seeking experienced consultants to support a multi-country assessment of digital health systems and broader service delivery ecosystems. This work will focus on understanding governance structures, human capacity, infrastructure, and system interoperability within Ministries of Health and related public sector entities.

Consultants will lead structured interviews using an established assessment tool, engage ministry stakeholders, and contribute to country-level insights and roadmap development. 

Scope of Work

Consultants will:

  • Conduct structured interviews with Ministry of Health and relevant government stakeholders using a standardized assessment questionnaire
  • Apply strong qualitative research skills, including asking probing and follow-up questions to clarify responses and uncover system gaps
  • Analyze digital health ecosystems, including:
    • Governance and policy frameworks
    • Data and digital infrastructure
    • Workforce capacity and capability
    • Cross-sector dependencies (e.g., social services, agriculture, education systems)
  • Document findings clearly and consistently across countries
  • Identify risks, gaps, and opportunities within national systems
  • Contribute to synthesis of findings and development of country-level roadmaps and recommendations
  • Participate in training sessions on the assessment tool and methodology

Required Qualifications

  • 5+ years of experience in one or more of the following:
    • Digital health systems
    • Health information systems (e.g., DHIS2, national HIS platforms)
    • Public sector or social service systems in LMIC contexts
  • Demonstrated experience working with Ministries of Health or other government stakeholders in low- or middle-income countries
  • Strong qualitative research and facilitation skills, including:
    • Conducting interviews with senior stakeholders
    • Using structured or semi-structured assessment tools
    • Asking probing, clarifying questions in complex environments
  • Understanding of health systems strengthening concepts, including governance, service delivery, workforce, and data use
  • Ability to navigate government dynamics and stakeholder sensitivities

Preferred Qualifications

  • Experience conducting national or subnational system assessments or evaluations
  • Familiarity with digital health architecture, interoperability, and data governance
  • Experience supporting international development programs (e.g., USAID, World Bank, Gates Foundation)
  • Background in related sectors (e.g., education, social protection, agriculture systems) with relevance to service delivery ecosystems
  • Experience translating findings into actionable strategies or roadmaps
