FSA refers to both the Financial Services Authority (a former UK financial regulator) and Flexible Spending Accounts (a pre-tax spending benefit in the US). The UK's Financial Services Authority was established in 2001 to regulate financial services firms, and was later replaced by the Financial Conduct Authority and the Prudential Regulation Authority.
