Position Overview
Diversified Technology, Inc. (DTI) is seeking an experienced Proposal Development and RFP Response Consultant to support the preparation of high-quality, compliant, and competitive responses to Requests for Proposal (RFPs), Requests for Information (RFIs), Requests for Qualifications (RFQs), and similar procurement opportunities.
The consultant will collaborate with DTI leadership, proposal managers, business-development personnel, technical subject matter experts, recruiters, and delivery teams to transform solicitation requirements into clear, compelling, and client-ready responses. Assignments may support opportunities across public utilities, state and local government, financial services, commercial organizations, Fortune enterprises, and major systems-integration partners.
The ideal candidate combines strong proposal-writing and project-coordination skills with the ability to understand complex technology and professional-services requirements. This individual must be highly responsive, comfortable working under firm deadlines, and capable of producing polished deliverables with minimal rework.
Key Responsibilities
- Review RFPs, RFIs, RFQs, task orders, and other solicitation documents to identify requirements, evaluation criteria, deliverables, submission instructions, and potential risks.
- Develop compliance matrices, proposal outlines, response schedules, content plans, and assignment trackers.
- Support proposal strategy, positioning, win-theme development, and response planning.
- Draft clear and persuasive technical, management, staffing, transition, implementation, quality-assurance, and corporate-capability narratives.
- Translate input from technical and business subject matter experts into cohesive, client-focused proposal content.
- Coordinate content development with DTI leadership, proposal managers, recruiters, delivery teams, consultants, and external partners.
- Conduct structured interviews and working sessions with subject matter experts to obtain accurate technical and operational information.
- Review candidate resumes and qualifications for alignment with solicitation requirements.
- Assist with developing staffing plans, organizational structures, role descriptions, resource matrices, and key-personnel summaries.
- Support the integration of technical solutions, delivery methodologies, project plans, governance models, risk-management approaches, and quality-control processes into proposal responses.
- Coordinate the collection and organization of references, past-performance information, certifications, subcontractor documentation, and other required materials.
- Assist with pricing narratives, rate tables, cost-supporting documentation, and related proposal components as requested.
- Edit proposal content for clarity, consistency, accuracy, responsiveness, grammar, tone, and alignment with DTI''s messaging.
- Format and integrate proposal sections into a complete, professional, and submission-ready response.
- Confirm that page limitations, file-naming conventions, forms, attachments, signatures, and submission instructions have been addressed.
- Participate in color-team reviews, quality reviews, final compliance checks, and production-readiness assessments.
- Incorporate reviewer feedback accurately and within established revision timelines.
- Support the development of oral-presentation materials, executive summaries, slide decks, talking points, and interview preparation when required.
- Maintain organized proposal files, templates, reusable content, response libraries, and lessons learned.
- Provide regular status updates and promptly escalate missing information, compliance concerns, schedule risks, or other potential barriers to submission.
Performance Expectations
The consultant must recognize that proposal work is highly time-sensitive and directly connected to DTI''s ability to compete for new business.
The successful consultant will be expected to:
- Meet all assigned drafting, review, revision, and final-production deadlines.
- Treat active proposal assignments as priority engagements.
- Respond to DTI communications within one business day, unless otherwise agreed.
- Remain available for scheduled working sessions, review calls, and proposal checkpoints.
- Immediately communicate any issue that could affect a deliverable or deadline.
- Produce complete, accurate, compliant, and professionally written work.
- Follow all DTI templates, instructions, formatting standards, and proposal schedules.
- Incorporate feedback promptly and professionally.
- Deliver content requiring minimal rework due to avoidable errors, omissions, or noncompliance.
- Maintain strict confidentiality regarding DTI, its clients, partners, candidates, pricing, proposal strategies, and procurement materials.
- All client and internal submission deadlines are firm. Required deliverables must be completed, reviewed, and provided to DTI in a usable format by the established deadlines.
Required Qualifications
- Five or more years of experience supporting RFP, RFI, RFQ, proposal, capture, procurement-response, or business-development activities.
- Demonstrated experience developing compliant responses for technology consulting, professional services, systems integration, staffing, or managed-services opportunities.
- Strong proposal-writing, editing, proofreading, and content-integration skills.
- Experience developing compliance matrices, proposal outlines, response schedules, requirement trackers, and submission checklists.
- Ability to interpret complex solicitation requirements and translate them into actionable proposal assignments.
- Experience coordinating input from executives, technical SMEs, recruiters, delivery leaders, partners, and other contributors.
- Strong organizational and project-management skills, with the ability to manage multiple workstreams and changing priorities.
- Exceptional attention to detail and commitment to accuracy.
- Ability to independently produce polished, client-ready work under compressed timelines.
- Proficiency with Microsoft Word, PowerPoint, Excel, Teams, SharePoint, and related collaboration tools.
- Excellent written and verbal communication skills.
- Ability to work remotely and participate in meetings across multiple time zones when necessary.
Preferred Qualifications
- Experience supporting proposals for public utilities, state and local government agencies, commercial organizations, financial-services companies, or major consulting and systems-integration firms.
- Familiarity with enterprise technology programs involving ERP, CIS, customer service, asset management, cloud platforms, cybersecurity, data and analytics, infrastructure, or digital transformation.
- Experience responding to public-sector solicitations and navigating mandatory forms, certifications, procurement requirements, and evaluation criteria.
- Experience developing technical approaches, management plans, staffing models, implementation plans, resumes, past-performance narratives, and oral-presentation materials.
- Familiarity with proposal-management methodologies and structured review processes.
- Experience working with small or diverse businesses, subcontractors, teaming partners, and large prime contractors.
- APMP certification or comparable proposal-management training is a plus.
Engagement Structure
This is a remote, part-time independent-contractor engagement. Work will be assigned according to DTI''s proposal pipeline, business needs, and the consultant''s performance. Hours may fluctuate significantly depending on active solicitations, and DTI does not guarantee a minimum volume of work.
Specific assignments, deliverables, schedules, and authorized hours may be communicated through task orders, statements of work, proposal plans, or written email authorization. Occasional evening or weekend availability may be required as submission deadlines approach.
Confidentiality and Work Product
The consultant will have access to confidential and proprietary information, including client procurement documents, pricing, proposal strategies, candidate information, technical solutions, business-development information, and DTI methodologies.
All proposal content, compliance matrices, templates, presentations, graphics, pricing materials, response libraries, methodologies, and other work products created during the engagement will remain the exclusive property of DTI. These materials may not be reused, distributed, disclosed, or provided to another organization without DTI''s written authorization.
The consultant must disclose any actual or potential conflict of interest, including involvement with another bidder pursuing the same solicitation.
