Duties & Responsibilities
Investigative Interviewing: Conduct comprehensive interviews with complainants, respondents, and witnesses via telephone, office meetings, or on-site visits using standard, accepted investigative techniques.
Evidence & Data Analysis: Gather, evaluate, and synthesize complex evidence, comparative data, statistical information, and party testimony.
Legal & Case Analysis: Perform legal analysis on completed investigations and prepare concise written case reports detailing relevant facts, interviews, observations, and determinations regarding violations or non-violations as directed by leadership.
Caseload & Performance Management: Maintain an active caseload while strictly adhering to performance standards:
Ensure "aged" cases (180+ days) do not exceed 15% of the total assigned caseload.
Submit a minimum of three (3) completed cases per month.
Complete legal reviews for a minimum of three (3) cases per month.
Recordkeeping & Documentation: Maintain detailed, chronological case logs and update internal databases consistently and accurately.
Stakeholder Engagement & Education: Establish positive working relationships with colleagues, clients, and the public; act as an educational resource regarding Civil Rights Laws and the mission of the ICRC.
Qualifications & Requirements
Education: Bachelor’s degree required.
Legal & Regulatory Knowledge: Thorough understanding of the Indiana Civil Rights Law, Commission rules/regulations, and relevant state and federal court decisions (including the Civil Rights Act and Fair Housing Laws).
Investigative Expertise: Ability to manage complex investigations, handle sensitive data, analyze testimony across diverse areas (housing, credit, public accommodation, and education), and provide sound recommendations to the Director.
Communication & Confidentiality: Strong written and verbal communication skills; demonstrated ability to handle sensitive information with strict confidentiality.
Technical Skills: Proficiency in Microsoft Office 365 and general computer usage for database management and case reporting.
