Job Summary:

The Commercial Strategy & Development Manager, Joint Projects is responsible for managing project partner relationships, developing negotiation strategies, building consensus with internal and external stakeholders, and leading negotiations for agreements, contract amendments, and third-party contracts.

This role focuses on contract and relationship management with various public and private agencies. Responsibilities include coordinating agreement development, supporting capital program initiatives, strategic planning, capital and operational budgeting, and addressing cross-functional business issues.
 

Essential Functions:

  • Assist in drafting design phase, project development, funding, construction phase, and other agreements with public and private entities.
  • Coordinate contract negotiations with Legal, Finance, Procurement, Operations, Risk, Engineering, Labor Relations, and other stakeholders.
  • Support achievement of financial targets and performance objectives related to agency contracts.
  • Coordinate activities with project and funding partners.
  • Demonstrate knowledge of construction, engineering/architectural, and consultant contracts, including contract structures and terms.
  • Build strong relationships with project partners and resolve conflicts through effective communication and collaboration.
  • Coordinate with Planning, Engineering, Construction, Real Estate, Government Affairs, and Procurement teams.
  • Support departmental planning, budgeting, forecasting, performance goals, and operational initiatives.
 

Minimum Qualifications:

  • Bachelor’s degree required or equivalent combination of education, training, and relevant experience.
  • 7+ years of relevant experience required.

Preferred Qualifications:

  • 9+ years of relevant experience preferred.
  • Bachelor’s, Master’s, or JD degree in Business, Transportation, Law, or related field.
  • Experience in transportation industry, infrastructure projects, or government agency partnerships.
  • Experience negotiating complex agreements and contract terms with public agencies and private organizations.
  • Knowledge of FAR and government contracting regulations.
  • Project management experience.

Knowledge, Skills & Abilities:

  • Ability to develop processes for effective contract management, cost control, and schedule management.
  • Strong analytical, strategic planning, and problem-solving skills.
  • Excellent written and verbal communication skills with the ability to engage senior leaders and external stakeholders.
  • Strong contract negotiation and administration experience.
  • Proficiency with Microsoft Office applications including Word, Excel, and PowerPoint.
  • Experience managing contracts within architecture, engineering, and construction environments.
  • Strong presentation, collaboration, and stakeholder management skills.
