Bisoftllc is looking for a Project manager with Oracle Customer Care and Billing exp

Project Manager to lead the Oracle Customer Care and Billing (CCB) Upgrade Project. The City is upgrading its on-premise Oracle CCB platform from Version 2.7 to Version 24.4 to ensure continued vendor support and modernize its customer information system.

The Project Manager will provide overall project leadership and governance while coordinating with the selected System Integrator, and other vendors. This role is responsible for managing project planning, execution, risk mitigation, stakeholder communication, and successful delivery of both technical and functional workstreams.

Key Responsibilities

Lead all phases of the Oracle CCB Upgrade project from initiation through implementation and transition to support.

Develop and manage comprehensive project plans, schedules, milestones, risks, issues, and dependencies.

Coordinate project activities across Seattle City Light (SCL), Seattle Public Utilities (SPU), Seattle IT, vendors, and business stakeholders.

Partner with the System Integrator''s Project Manager to develop and maintain an integrated project plan.

Monitor project progress and proactively resolve issues to maintain schedule and project objectives.

Facilitate cross-functional meetings and coordinate project deliverables across multiple technical and business teams.

Present project status, risks, and recommendations to executive leadership, Steering Committees, and project stakeholders.

Ensure project documentation and deliverables are properly maintained using City standards and Microsoft O365 collaboration tools.

Oversee project quality assurance activities and ensure defects, enhancements, and testing activities are documented in Azure DevOps (ADO).

Coordinate change management activities and ensure organizational readiness throughout the implementation.

Plan and coordinate knowledge transfer and transition activities for post-implementation operations and support.

Follow the City''s IT Project Delivery methodology, governance processes, issue resolution procedures, and change control practices.

Required Qualifications

Proven experience managing large-scale Oracle Customer Care & Billing (CCB) implementation or upgrade projects.

Experience leading enterprise software implementation projects involving multiple business and technical stakeholders.

Strong project planning, scheduling, budgeting, risk management, and issue management experience.

Experience working with System Integrators and third-party vendors.

Demonstrated ability to coordinate cross-functional teams and drive project execution.

Excellent verbal, written, and presentation skills with executive-level stakeholders.

Experience managing project governance, steering committee meetings, and executive reporting.

Experience using Microsoft Office 365 collaboration tools including Teams, Outlook, and SharePoint.

Experience with Azure DevOps (ADO) or similar project tracking tools.

Strong understanding of project management methodologies and best practices.

Preferred Qualifications

Experience with Oracle Customer Care & Billing (CCB) Version 2.x or later.

Experience managing Oracle CCB upgrade projects.

Experience supporting utility organizations.

Experience working with electric and water utility organizations.

Experience working with municipal or public sector clients.

Familiarity with cloud readiness planning or cloud migration initiatives.

PMP Certification or equivalent Project Management certification.
