Job Description

Role: Part Time Public Health Program Specialist

Location: Jefferson City, MO

Duration: One Year Contract

Hours/week: 20

 

IRG Clients is seeking a Public Health Program Specialist to lead a statewide project focused on mapping shared public health resources and services across local public health agencies. This position will plan, coordinate, implement, and evaluate a comprehensive service-mapping initiative to understand the availability, accessibility, capacity, and distribution of public health services.

The specialist will work closely with local public health agencies, government partners, healthcare organizations, community organizations, and other stakeholders to collect and analyze data, develop statewide resource inventories, identify service gaps and duplication, and provide recommendations that support strategic planning, workforce planning, policy development, and equitable access to public health services.

Key Responsibilities

  • Plan and coordinate a comprehensive statewide service-mapping project involving local public health agencies.
  • Develop project goals, objectives, timelines, work plans, milestones, and evaluation measures.
  • Coordinate with public health leadership, administrators, and staff to establish consistent data collection and reporting processes.
  • Collect, validate, analyze, and maintain data related to public health programs, services, workforce capacity, and community resources.
  • Develop and maintain a statewide inventory of public health services and available resources.
  • Use systems mapping, data analysis, mapping, and data visualization techniques to identify service availability, resource distribution, and gaps in access.
  • Analyze complex statewide data to identify trends, unmet needs, service duplication, workforce capacity, and opportunities for improved coordination.
  • Translate data and findings into clear, actionable recommendations for program and system improvement.
  • Prepare reports, presentations, dashboards, guidance materials, and other project documentation.
  • Present project findings and recommendations to leadership, public health agencies, and other stakeholders.
  • Provide technical assistance, training, and guidance on systems mapping methodologies, data collection standards, and reporting requirements.
  • Facilitate meetings and discussions with diverse stakeholder groups and maintain effective working relationships.
  • Monitor project progress, identify risks or challenges, and recommend solutions to keep activities on schedule.
  • Ensure data quality, confidentiality, and compliance with applicable state and federal requirements and organizational policies.
  • Support evaluation activities and use findings to improve public health services and resource coordination.

 

Required Skills:

  • Excellent skills in planning, prioritizing, coordinating and monitoring.
  • Strong communication skills, including public speaking, technical writing, and facilitating meetings with diverse audiences.
  • Strong understanding of systems mapping components and the ability to develop clear and concise tools for collecting systems mapping data, as well as a strong understanding of public health services and the potential variety of provisions for service delivery
  • Skilled in analyzing complex data and translating findings into actionable recommendations.
  • Effective problem-solving, critical thinking, and decision-making skills
  • Skilled in training support materials such as PowerPoint presentations, guidance documents, etc.
  • The initial focus for this position will be to establish a clear understanding of the current public health landscape across all 115 local public health agencies. This foundational work creates a reliable baseline for future planning, resource allocation, and system improvement.
