DESCRIPTION OF SERVICES
Texas Education Agency requires the services of 1 Business Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Education Agency.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Education Agency and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Education Agency will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

 

The Senior Business Systems Analyst (BSA) position at the Texas Education Agency supports multiple technology initiatives that advance the agency’s mission of improving outcomes for Texas students, with a focus on analysis of systems and data, documentation, and modernization.

This position performs advanced, senior-level business systems analysis work. The Business Systems Analyst serves as a liaison between technical teams and program areas and stakeholders to ensure that complex calculations are accurately captured and validated, and that business needs are translated into system, data, and technical requirements. 

 

The work also entails managing requirements, supporting solution design decisions, validating system behavior, and verifying that all functional, technical, data, and integration requirements are met, including enhancements following implementation. This role requires the use of initiative and independent judgment in planning and carrying out work assignments in accordance with agency standards and DIR guidelines.

 

ESSENTIAL FUNCTIONS

 

1 - Elicitation & Analysis: Analyzes user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems. Elicits requirements using joint application development (JAD), interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis. 

 

2 - Requirements Writing & Visual Output: Transforms information from elicitation sessions into business and functional requirements, use cases, user stories, software requirements specifications documents, wireframes, and mock-ups. Uses standard templates and simple, unambiguous, and concise natural language. 

 

3 - BA Best Practices & Mentorship: Acts as a mentor to peers and colleagues in disseminating best practices and proactively seeks out training opportunities. 

 

4 - Using TEA Tools Effectively: Uses TEA tools, such as Jira and Modern Requirements, to manage the change control process, participate in the SDLC, and track and communicate requirements status.

TERMS OF SERVICE
Services are expected to start 09/01/2026 and are expected to complete by 08/31/2027. Total estimated hours per Candidate shall not exceed 1984 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing
