Job Description

Duties * Provide emergency services to the public by answering emergency 911 calls and responding with appropriate personnel and equipment. * Provide initial incident command support until responding emergency units arrive on scene. * Responsible for caller interrogation to determine the problem and the nature of the call. * Identify nature of emergency, level of response required based on local protocols, and provide any additional information to the responding units. * Monitor computerized fire alarm system and other alarm systems such as Joint Capabilities Integration Development System (ICIDS) alarm systems. * Maintain an accurate status of all emergency response equipment and personnel to ensure prompt and accurate response. * Operate Computer Aided Dispatching (CAD) system, telephones, radios, and station alert systems. * Provide emergency medical dispatching assistance to callers with medical emergencies. Requirements Conditions of employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Within 16 weeks from the date of employment, will be required to demonstrate reasonable proficiency at locally established training guidelines on the use of E911, CAD, Land Mobile Radio (LMR), and station alerting software and equipment. * Position is subject to shift work where the incumbent is required to work an alternate, rotating work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays). * Required to work (mission essential) regardless of weather conditions or base closure and to report to the duty station at the regular scheduled time. * May be required to wear a uniform. * Incumbent must be a qualified typist. (40 wpm). * Incumbent must pass a pre-employment; fingerprint based criminal history investigation for any location that accesses Criminal Justice Information Systems. * The incumbent is required to obtain and maintain a valid state driver's license. * The incumbent is required to obtain and maintain certification in: Cardiopulmonary Resuscitation (CPR). Emergency Medical Dispatch based on the program standards at the location assigned. * Must complete the Department of Defense Telecommunicator I and II or equivalent based on the program standards at the location assigned. * Incumbent must complete State National Crime Information Center (NCIC) certification based on assigned location. * Incumbent must complete the National Incident Management System (NIMS) IS 100, 300, 700, 800, and 907 courses. * Continuous current certification is a condition of employment. Must attaining continuing dispatch education (CDE) requirements through in-service training that is offered locally and pass in accordance with predetermined course requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience required at the GS-05 level: One year of specialized experience which includes 1) Operating radio communication equipment to dispatch services; and 2) Receiving incoming telephone or alarm systems calls. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. (NOTE: Must provide transcripts). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Specialized Experience required at the GS-06 level: One year of specialized experience which includes 1) Operating electronic computer-based systems for emergency (Police, Fire and/or EMS) dispatching management; 2) Operating multiple equipment/systems (i.e. Computer Aided Dispatch (CAD) system, alarm systems, dispatch recording devices, multi-channel radios) during emergency situations; and 3) Disseminating information from incoming callers during emergency situations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-5). Specialized Experience required at the GS-07 level: One year of specialized experience which includes 1) Receiving and processing 911 calls of incoming fire alarms, emergency, and non-emergency calls for fire, medical, and police assistance; and 2) Dispatching emergency services to the scene of emergencies based on the capacity of the personnel and apparatus being dispatched; and 3) Providing information and initiating directions (emergency medical dispatch (EMD) pre-arrival instructions) to incoming callers (i.e., Cardiopulmonary resuscitation [CPR], the Heimlich maneuver, etc.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). In addition to the requirements above, this position requires a typing proficiency of at least 40 word per minute (WPM) based on a 5 minute sample with 3 or fewer errors.
