ECS is seeking a Program Manager to work remotely supporting NOAA in a part-time role.

  • Manages the overall ECS support requirements at/for the NOAA Aircraft Operations Center in Lakeland FL.
  • Provides planning and policy recommendations as well as identify/implement operational improvement.
  • Supervises the ECS team which currently consists of aircraft mechanics, aircraft technicians, aircraft quality inspectors, engineers, public affairs specialists, and aviation life support equipment technicians.
  • Interfaces with Contracting Officer's Representative and AOC leadership regarding support requirements.
  • Develops/manages budget, approves expenditures, tracks metrics, and responsible for profitability for contract support.
  • Provides monthly status and financial reports to COR and ECS management.
  • Provides direct engineering and other services to AOC as required.
  • Processes required documentation, approves/tracks expenditures and provides overall management of subcontractors.
  • Occasional travel as required.
Salary Range: $55.00 - $62.00

Required Skills

  • 10 yrs experience in the aviation industry providing programmatic, operational, engineering and/or technical leadership.
  • Deep understanding of aviation regulations, life cycle support, maintenance, best practices and/or emergency response.
  • Experience in personnel management/supervision
  • Experience in project management


Desired Skills

  • Experience with government contracting/contract management.
  • Aviation program management experience.
  • Familiarity with NOAA aviation programs.
  • Pilot's License.
