Position Title: Municipal Finance Specialist / Consultant
About the Role
We are seeking a highly motivated professional with expertise in municipal finance to support advisory and consulting engagements for urban local bodies, government agencies, and infrastructure sector clients. The role involves financial analysis, revenue enhancement strategies, fiscal planning, project financing, and supporting the implementation of sustainable urban development initiatives.
Key Responsibilities
- Conduct financial and fiscal assessments of Urban Local Bodies (ULBs) and municipal institutions.
- Support the preparation of municipal finance frameworks, financial sustainability plans, and capital investment plans.
- Analyze municipal revenues, expenditures, budgeting processes, and financial performance indicators.
- Assist in designing revenue enhancement strategies, user charge frameworks, and resource mobilization plans.
- Support the structuring of infrastructure financing and PPP initiatives.
- Prepare financial models, feasibility studies, and investment proposals for urban infrastructure projects.
- Liaise with government departments, municipal bodies, development agencies, and other stakeholders.
- Contribute to project management, proposal development, client presentations, and report preparation.
- Undertake policy research and provide advisory support on urban governance and municipal finance reforms.
Qualification
- CA, CFA, ICWA, or equivalent will be an added advantage.
Experience
- Minimum 5 years of total professional experience.
- At least 2 years of relevant experience in Municipal Finance.
- Experience in consulting/advisory assignments, government projects, urban development programs, or infrastructure sector engagements is preferred.
- Demonstrated experience in financial analysis, budgeting, fiscal management, municipal revenue assessment, or urban infrastructure financing will be advantageous.
Skills & Competencies
- Strong understanding of municipal finance, urban governance, and public financial management.
- Proficiency in financial modeling, data analysis, and project appraisal.
- Excellent analytical, problem-solving, and stakeholder management skills.
- Strong report writing, presentation, and communication abilities.
- Ability to work effectively with government stakeholders and multidisciplinary teams.
- Proficiency in MS Excel, PowerPoint, and financial analysis tools.
Preferred Attributes
- Knowledge of Government of India urban development schemes and municipal governance frameworks.
- Prior experience working with Urban Local Bodies, State Governments, Multilateral/Bilateral Agencies, or consulting firms.
- Ability to manage multiple assignments and deliver high-quality outputs within tight timelines.
