Job Description
We are looking for an experienced Business Analysis Specialist with proven Telecoms Security Act (TSA) experience to support complex regulatory, technology and security-led change.
Previous hands-on experience working with the Telecoms Security Act (TSA) is essential for this role. Candidates must be able to demonstrate practical experience translating TSA obligations and regulatory requirements into clear, actionable business and delivery requirements.
This role requires someone who is comfortable operating in complex technology, security and regulatory environments and who can bring structure to ambiguity. You will lead discovery and scoping activities, understand business and customer objectives, assess feasibility and translate regulatory and business needs into effective solutions.
Important Location Requirement
This is a hybrid role requiring a minimum of 3 days per week onsite in Bristol. This requirement is mandatory.
Applicants must therefore be committed to working onsite in Bristol three days each week and should only apply if they are able to meet this requirement.
Key Responsibilities
- Lead discovery, scoping and options analysis to define business problems, customer needs and opportunities for change.
- Translate TSA and other regulatory obligations into clear, structured business, functional, non-functional and data requirements.
- Develop epics, features, user stories and acceptance criteria to support effective delivery.
- Design end-to-end business processes, customer journeys and capabilities, including unhappy paths and edge cases.
- Work across business, product, engineering, architecture, security, compliance and operational teams to assess feasibility and agree priorities.
- Produce high-quality analysis artefacts, including process maps, capability assessments, requirements documentation, options papers and evidence packs.
- Support MVP/MMP definition, delivery phasing and roadmapping.
- Maintain traceability between regulatory obligations, requirements, controls, delivery outcomes and evidence.
- Support governance, assurance and regulatory reporting activities.
- Identify gaps, dependencies, risks and impacts associated with regulatory and technology change.
- Build trusted relationships with stakeholders and confidently challenge assumptions where appropriate.
- Mentor other Business Analysts and contribute to the development of best practice across the function.
Experience required
- Proven, hands-on experience working with the Telecoms Security Act (TSA).
- A strong understanding of TSA requirements, regulatory obligations and compliance-led change.
- Demonstrable experience translating TSA obligations into practical business requirements, controls, processes and delivery outcomes.
- Experience working on TSA-related programmes, regulatory remediation, compliance initiatives or security-led transformation.
- Strong Business Analysis experience covering discovery, requirements definition, stakeholder mapping, process analysis and options assessment.
- Experience working across complex technology, security, operational and regulatory environments.
- Strong experience producing business analysis artefacts, including requirements, process maps, capability mappings, traceability documentation, RAID inputs, decision logs and evidence packs.
- Excellent stakeholder management skills, with the ability to work across business, technology, architecture, security and compliance teams.
- Practical experience working within Agile and/or hybrid delivery environments.
- Experience defining epics, features, user stories, acceptance criteria, MVP/MMP scope and phased delivery.
- Strong analytical and problem-solving skills, with the ability to identify gaps, dependencies, risks and impacts.
- Excellent written and verbal communication skills.
- Willingness and ability to work onsite in Bristol at least 3 days per week.
Desirable
- Experience within telecommunications, technology or highly regulated industries.
- Experience supporting large-scale regulatory transformation programmes.
- Experience with security, risk, controls and assurance frameworks.
- Experience preparing regulatory evidence and reporting.
- Business capability modelling and process maturity assessment experience.
- Experience mentoring or coaching other Business Analysts.
