Job Description
We are seeking an experienced Business Solutions Analyst to support enterprise IT initiatives by gathering business requirements, analyzing existing processes, documenting functional requirements, supporting testing activities, and collaborating with business and technical teams to deliver effective technology solutions.
 
Key Responsibilities
•    Conduct business analysis and requirements elicitation workshops.
•    Gather, document, validate, and manage business and system requirements.
•    Analyze existing business processes and identify improvement opportunities.
•    Develop functional specifications, workflows, and business documentation.
•    Create test plans and support solution validation activities.
•    Perform gap analysis and recommend process improvements.
•    Collaborate with project managers, technical teams, and business stakeholders.
•    Maintain project documentation using Microsoft Office and Visio.
•    Support quality assurance and solution verification activities.
•    Assist with organizational change management initiatives.
 
Mandatory Requirements:
•    Possess a bachelor’s degree from an accredited college or university. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
•    Minimum of five (5) years’ experience applying analytical processes on IT projects. At least three (3) years of that experience must have been in business systems analysis and design.
•    Minimum of five (5) years’ experience that includes running workshops to identify needs, requirements, processes, or priorities.
•    Minimum of five (5) years’ experience with creating test plans and validation of software and/or hardware solutions.
•    Minimum of five (5) years’ experience developing, coordinating, and implementing methodology and scope for multiple complex projects.
•    Minimum of five (5) years’ experience with strong analytical and research techniques to identify gaps and inconsistencies within existing practices.
•    Minimum of five (5) years’ experience performing requirements analysis, documentation, and quality assurance for each deliverable.
•    Strong skills in MS Office (Excel, Word, PowerPoint, and Visio).
•    Knowledge of principles and practices of project management and organizational change management.
 
Desirable Qualifications:
•    Experience with large-scale projects in a public safety environment.
•    Experience in a law enforcement dispatch environment.
•    Experience with CAD/mobile applications.
•    Experience with audio recording systems.
•    Experience with 9-1-1 systems.
•    Experience with radio communications systems.
•    Experience with Geographic Information Systems (GIS).
