Job Description 
The Oregon Health Authority (OHA) is seeking an experienced Business Subject Matter Expert (UAT) to support the State-Based Marketplace (SBM) Transition Project. This role will focus on User Acceptance Testing (UAT), ensuring the new Health Insurance Marketplace platform meets business, policy, and regulatory requirements. The selected candidate will collaborate with business partners, technical teams, vendors, and Medicaid stakeholders to validate system functionality and support a successful marketplace implementation.

Key Responsibilities

• Analyze business requirements, user stories, and acceptance criteria for testability.
• Develop, execute, and maintain UAT test plans, test cases, test scenarios, and test data.
• Perform manual UAT, regression, integration, and exploratory testing.
• Log, track, and validate defects using Jira or similar tools.
• Maintain Requirements Traceability Matrix (RTM) and testing documentation.
• Collaborate with business SMEs, technical teams, and vendors throughout the testing lifecycle.
• Participate in Agile/Scrum ceremonies and provide testing progress updates.
• Validate system functionality, eligibility, enrollment, and Marketplace business processes.
• Support release readiness, defect triage, and continuous process improvement.

Required Qualifications

• Strong experience with User Acceptance Testing (UAT), SDLC, and Agile/Scrum methodologies.
• Experience creating and executing complex test cases and test scenarios.
• Proficiency with Azure DevOps, Jira, or similar test management tools.
• Strong analytical, troubleshooting, and communication skills.
• Ability to work independently and collaborate with cross-functional teams.
• Understanding of accessibility (WCAG), security, and performance testing concepts.

Preferred Qualifications

• Experience with Health Insurance Exchange (HIX), ACA Marketplace, or State-Based Marketplace (SBM/SBM-FP).
• Knowledge of eligibility, enrollment, Medicaid integration, MAGI, APTC/CSR, and Marketplace operations.
• Experience with Selenium, Playwright, Robot Framework, or other test automation tools.
• Background in Business Analysis or Quality Assurance.
• Experience working on large government or healthcare technology projects.
