Business Analyst - Court/Judicial Systems

Job Summary
Seeking an experienced Business Analyst to support application development initiatives within a judicial/court technology environment.
The Business Analyst will work closely with court business subject matter experts, judicial staff, support personnel, development teams, contractors, executives, and end users to understand existing processes and translate business needs into detailed, actionable requirements for application development.
The role requires the ability to analyze existing source code, Oracle procedures and functions, Java source code, published documentation, and current business processes to develop detailed requirements and development tasks.
The analyst will support a fast-paced Agile development environment using Kanban, where features are delivered based on the development cycle. The position is critical to ensuring requirements are complete, accurate, traceable, and aligned with business objectives.
Key Responsibilities
- Meet with judicial staff, court SMEs, support personnel, developers, contractors, executives, and end users to gather and validate requirements.
- Document As-Is and To-Be business processes and use cases.
- Analyze existing business processes and identify opportunities for improvement.
- Review and parse existing application source code to understand current system functionality.
- Analyze:
- Oracle procedures
- Oracle functions
- Java source code
- Existing system documentation
- Published materials
- Translate technical and business information into detailed development tasks.
- Create detailed requirements for application development activities, including:
- Web page design
- Form field-to-database table/column mapping
- Business rules and logic
- Report generation
- Process automation
- System functionality enhancements
- Develop comprehensive requirement specifications that can be readily consumed by development teams.
- Create Business Process Models demonstrating current-state and proposed improvements.
- Organize requirements to support rapid application development and effective application support.
- Simplify complex requirements for different technical and business audiences.
- Manage multiple, evolving requirements across concurrent development efforts.
- Track and communicate requirement changes and their impact.
- Audit requirements for completeness, accuracy, relevance, and validity within the scope of each development effort.
- Develop test plans in multiple formats based on project and application requirements.
- Participate in application testing and/or audit developed systems and supporting documentation.
- Validate that delivered functionality meets published and approved requirements.
- Collaborate with Agile/Kanban development teams throughout the application development lifecycle.
- Support timely delivery of features through clear, actionable, and well-organized requirements.
Required Skills
- Strong Business Analysis / Requirements Analysis experience.
- Experience gathering requirements from business SMEs and end users.
- Ability to create detailed and complete functional requirements.
- Strong experience with As-Is / To-Be process analysis.
- Business Process Modeling experience.
- Experience developing use cases.
- Ability to translate business requirements into detailed development tasks.
- Experience analyzing existing applications and source code.
- Working knowledge of Oracle procedures and functions.
- Ability to understand and analyze Java source code.
- Experience with database field/table/column mapping.
- Understanding of business rules and application logic.
- Experience developing test plans and validating application deliverables.
- Strong requirements management and change-management skills.
- Excellent written and verbal communication skills.
- Strong organizational and interpersonal skills.
- Ability to manage multiple changing requirements in a fast-paced environment.
- Experience working in an Agile/Kanban development environment.
Preferred Skills
- Experience with court, judicial, legal, government, or public-sector systems.
- Experience working directly with judicial/court business SMEs.
- Experience with legacy application modernization.
- Experience documenting complex enterprise applications.
- Experience with web application requirements and UI specifications.
- Experience with reporting requirements and process automation.
- Knowledge of Oracle databases and Java-based applications.
- Experience performing requirements audits and application acceptance testing.
- Familiarity with Kanban-based software delivery.
Education & Certifications
Education: Bachelor s degree in Business Administration, Computer Science, Information Systems, or a related discipline preferred.
