Job Description

Key Responsibilities

In this role, you'll:

Take the lead in managing the entire technical process from feasibility to steady state operations for Transport Rail, making sure everything runs reliably, safely, and in line with regulatory and cyber standards. You'll sit right at the centre of technical delivery, product strategy, and solution architecture, ensuring programs don't just launch successfully but continue to scale and deliver long term value. You'll oversee a broad RAIL landscape and balance service reliability, risk, cost, and business outcomes across BAU enhancements, Consultations and multi year programs and will be integral to sequencing the minor and major initiatives.

Working closely with stakeholders across program delivery division, operations, engineering, finance, procurement and regulatory teams, you'll translate business needs into clear, outcome focused roadmaps while adhering to technical decisions around architecture, data, and integration. You'll manage dependencies, risks, and delivery milestones, keeping programs on track through structured frameworks like Agile or SAFe. At the same time, you'll assist or lead with vendor and contract management, ensuring strong performance, compliance, and value.

You'll also ensure that the Rail solutions from the solution architecture team align with enterprise architecture, integration standards, and cyber controls, while maintaining high standards for resilience and scalability. From release through to business as usual, you'll drive strong technology delivery practices, including change and continuity planning. Alongside this, you'll lead and develop teams, fostering a high performing, inclusive culture focused on safety and continuous improvement. You will monitor performance, KPIs, capacity, and technical delivery health across rail applications. This continuous tracking ensures that technology delivery remains healthy.

You'll bring a strong foundation: a degree in IT, Computer Science, Engineering, or similar along with essential RAIL experience & certifications in Java, Cloud and certifications in program delivery (PMP, PRINCE2, MSP) and IT service management (ITIL) desirable, and exposure to Agile, Lean, or SAFe will put you in a great position to succeed from day one.

In this role, you'll lead large Rail portfolios within asset intensive transport environments, covering Rail applications that include critical capabilities such as crew management, timetable scheduling, traffic management, etc. You'll naturally think big picture, understanding how architecture, workflows, and people connect, and anticipating how decisions impact the wider organisation. Your technical understanding of cloud platforms, APIs, microservices, and CI/CD will help you confidently contribute to design discussions and guide scalable, high performing solutions.

Your people leadership skills will play a key role in bringing teams together, building alignment across functions, resolving challenges, and keeping delivery on track. Your communication skills matter-you'll be able to explain complex ideas simply, whether speaking with technical teams or business stakeholders, and you'll produce clear documentation that supports consistency and accountability. When things get challenging, you'll stay calm, adapt quickly, and keep everyone focused on outcomes.

You'll also draw on your experience managing vendors and commercial arrangements, particularly in regulated environments, to ensure performance, compliance, and value. At the same time, you'll support the reliability of critical systems, including resilience, recovery, and continuity planning. Most importantly, you'll work closely across the business to realise benefits, build strong relationships, and deliver outcomes that truly make a difference.

  • Degree in IT, Computer Science, Engineering, or a related field.

  • Exposure to Agile, Lean, or SAFe methodologies.

Experience:

  • Experience leading large Rail portfolios and asset intensive transport environments.
  • Experience with vendor and contract management in regulated environments.
