Are you passionate about safety, process improvement, and supporting cutting-edge aerospace technology? We are seeking an experienced HSE Specialist III to serve as a senior Environmental, Health, Safety (HSE) and Process Safety Management (PSM) leader supporting high-hazard test operations, propulsion systems, and ground support equipment.

In this role, you'll partner closely with engineering, test, facilities, maintenance, and operations teams to ensure the safe design, operation, and maintenance of complex aerospace testing infrastructure. What You'll Be Doing
  • Lead and continuously improve HSE and Process Safety Management (PSM) programs supporting propulsion testing and hazardous operations.
  • Serve as the subject matter expert for safety programs involving cryogenic systems, pressure systems, hazardous chemicals, propellants, energized equipment, and test infrastructure.
  • Manage OSHA Process Safety Management (29 CFR 1910.119) requirements and ensure ongoing compliance.
  • Facilitate risk assessments, including PHA, HAZOP, LOPA, What-If analyses, Job Hazard Analyses (JHA), and other safety reviews.
  • Partner with engineering and operations teams to integrate safety requirements into system design, modifications, Management of Change (MOC), and operational readiness activities.
  • Lead incident investigations, root cause analyses, and corrective action programs to drive continuous improvement.
  • Support Pre-Startup Safety Reviews (PSSR) for new systems, facility upgrades, and operational changes.
  • Develop and maintain process safety documentation, operating procedures, compliance records, and audit programs.
  • Oversee emergency preparedness programs and support incident command activities for hazardous operations.
  • Ensure compliance with OSHA, EPA, DOT, hazardous materials, environmental, and waste management regulations.
  • Act as a key liaison with regulators, auditors, emergency response organizations, and external stakeholders.
  • Provide safety oversight during testing activities and support operational readiness reviews.
  • Mentor junior HSE team members and provide technical safety guidance across the organization.
  • Develop and deliver safety training programs, including Lockout/Tagout (LOTO), Confined Space, Fall Protection, Respiratory Protection, Hazard Communication, Emergency Response, and PSM awareness.
  • Monitor safety metrics, audits, inspections, corrective actions, and OSHA recordkeeping requirements.
  • Travel occasionally to support testing, manufacturing, launch, and operational sites.
What We're Looking For
Required Qualifications
  • Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, Industrial Hygiene, Chemical Engineering, or a related technical field.
  • 5+ years of HSE experience supporting high-hazard environments such as aerospace, chemical processing, energy, petrochemical, defense, or industrial operations.
  • 3+ years of direct Process Safety Management (PSM) experience.
  • Experience leading or participating in PHA, HAZOP, LOPA, MOC, and PSSR activities.
  • Strong knowledge of OSHA PSM regulations and risk management principles.
  • Experience conducting incident investigations and root cause analyses.
  • Knowledge of OSHA, EPA, DOT, NFPA, ANSI, and hazardous materials regulations.
  • Experience developing emergency response, safety management, and compliance programs.
  • Strong communication skills with the ability to work effectively across engineering, operations, and leadership teams.
Preferred Qualifications
  • CSP, Certified Process Safety Professional, CHMM, or similar certification.
  • Aerospace, launch operations, propulsion testing, or chemical processing experience.
  • Experience with propellants, energetic materials, explosives, or hazardous chemical operations.
  • Experience implementing or auditing PSM programs.
  • Familiarity with mechanical integrity and pressure system safety programs.
  • Emergency Response Commander or Incident Commander certification.
  • Working knowledge of ISO 14001 and ISO 45001 management systems.
  • Experience participating in operational readiness reviews, safety review boards, or investigation boards.
Work Environment

This is a full-time, onsite position in Bertram, Texas supporting critical testing and operational activities. Candidates should be comfortable working in both office and field environments, including outdoor conditions and operational test facilities.

This role may require:
  • Extended hours, weekends, holidays, and off-shift work when supporting test or launch activities.
  • Climbing ladders and elevated platforms.
  • Wearing required PPE, including respiratory protection.
  • Supporting field operations in various weather conditions.
  • Travel between operational locations as needed.
