UNIT DESCRIPTION The Contracts and Financial Management Unit (CFMU) leads the planning and execution of all Information Technology Infrastructure Division (ITID) contract and financial management services. CFMU contract management services are provided at the beginning of the acquisition phase and continue throughout the life cycle to include pre-award and post-award support. KEY REQUIREMENTS
  • Must be a U.S. citizen
  • Must be able to obtain a Top Secret clearance MAJOR DUTIES
  • Serve as liaison between contractors and the government contracting officer to identify and resolve contractual issues.
  • Manage the Contracting Officer Representative file to record performance in all acquisition phases such as requirements development; pre-award activities; post-award contract administration; and termination/closure of contracts.
  • Monitor technical work of the contractor and perform quality assurance and inspection of deliverables. Oversee successful contract completion consistently with the Federal Acquisition Regulation and its supplements.
  • Administer and manage the contract requirements documents such as Statement of Work (SOW), Performance Work Statement (PWS), or Statement of Objectives (SOO).
  • Develop documents such as Independent Government Cost Estimate and Market Research and Source Selection Plans.
  • Provide regular contextual data and technical finance guidance and evaluate monthly variance analysis among actual or projected expenses.
  • Provide strategic analysis, reviews, edits, and justifications for the transmittal for Budget Data Requests (BDRs) for program apportionments, reapportionments, and other funding for considerations from OMB and Congress.   • Experience working with the federal budget processes, procurement, and financial procedures to ensure that objectives and milestones are met in a timely manner.
  • Experience preparing briefings and/or presentations to stakeholders on the status of project plans to communicate findings and recommendations.
  • Experience managing acquisition life cycles to include pre-award and post-award contract actions.
  • Experience identifying available resources such as funding, supplies, equipment and processing contract actions as appropriate.
