The Senior Business Systems Analyst (BSA) position at the Texas Education Agency supports multiple technology initiatives that advance the agency’s mission of improving outcomes for Texas students, with a focus on analysis of systems and data, documentation, and modernization.
This position performs advanced, senior-level business systems analysis work. The Business Systems Analyst serves as a liaison between technical teams and program areas and stakeholders to ensure that complex calculations are accurately captured and validated, and that business needs are translated into system, data, and technical requirements.
The work also entails managing requirements, supporting solution design decisions, validating system behavior, and verifying that all functional, technical, data, and integration requirements are met, including enhancements following implementation. This role requires the use of initiative and independent judgment in planning and carrying out work assignments in accordance with agency standards and DIR guidelines.
ESSENTIAL FUNCTIONS
Elicitation & Analysis - Analyzes user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems. Elicits requirements using joint application development (JAD), interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
Requirements Writing & Visual Output
Transforms information from elicitation sessions into business and functional requirements, use cases, user stories, software requirements specifications documents, wireframes, and mockups. Uses standard templates and simple, unambiguous, and concise natural language.
BA Best Practices & Mentorship
Acts as a mentor to peers and colleagues in disseminating best practices and proactively seeks out training opportunities.
Using TEA Tools Effectively
Uses TEA tools, such as Jira and Modern Requirements, to manage the change control process, participate in the SDLC, and track and communicate requirements status.
Required Skills:
- Experience with relational database concepts to understand how data is stored and accessed by applications
- Experience analyzing data used in system processing and reporting to identify issues and document logic
- Experience using SQL or query tools at a basic-to-intermediate level to retrieve, validate, and reconcile data
- Experience leading elicitation meetings and creating well-written system and technical requirements
- Experience documenting data requirements, rules, validation logic, and data definitions for systems and reports
- Demonstrated strong communication and facilitation skills
- Demonstrated strong writing and organization skills
- Experience collaborating with developers, architects, vendors, and infrastructure teams to support SDLC
- Experience supporting large-scale or complex information technology projects with multiple stakeholders
Desired Skills:
- Documented work experience with the issue tracking software "Atlassian Jira"
- Documented work experience with the requirements management software "Modern Requirements"
- Documented experience working for or closely with TEA OR a federal/state/local education agency OR ed vendor
