Job Description:
Managing water and wastewater engineering projects from initial planning and design through bidding and construction.
Leading the design and rehabilitation of water distribution systems, wastewater collection systems, pipelines, pumping stations, and related utility infrastructure.
Developing project scopes, schedules, budgets, staffing plans, and deliverables.
Serving as the primary point of contact for clients and maintaining strong relationships throughout project delivery.
Coordinating project activities with clients, regulatory agencies, utility owners, subconsultants, contractors, and other project stakeholders.
Leading and mentoring engineers and technical staff while coordinating workloads and project assignments.
Reviewing engineering calculations, plans, specifications, technical reports, cost estimates, and other design documents.
Providing technical direction throughout project planning, design, permitting, bidding, and construction.
Managing project budgets, schedules, invoicing, staffing, and overall financial performance.
Coordinating permitting and regulatory requirements with local, state, and federal agencies.
Conducting and participating in project meetings, design reviews, site visits, and field investigations.
Overseeing bid-phase and construction-phase engineering activities, including reviewing submittals and shop drawings, responding to RFIs, and evaluating design changes.
Identifying project challenges and developing effective approaches to maintain progress and meet client objectives.
Assisting the department manager with proposals, scopes of work, fee estimates, and project schedules.
Developing and maintaining client relationships and identifying opportunities for new and continuing work.
MINIMUM QUALIFICATIONS:
To excel in this role, candidates must possess the following qualifications and abilities:
A bachelor''s degree in civil or environmental engineering from an ABET-accredited university
Professional Engineer (PE) license
Experience managing the planning, design, and delivery of water and wastewater infrastructure projects
Strong knowledge of water distribution and wastewater collection systems and associated design standards
Demonstrated experience managing project scope, schedule, budget, and technical deliverables
Proficiency with engineering software including AutoCAD Civil 3D, Bluebeam Revu, ArcGIS, WaterCAD, SewerGEMS, and EPANET
Proficiency with Microsoft Office Suite
Strong written and verbal communication skills
Ability to effectively manage multiple projects, priorities, and deadlines
Experience leading engineers, designers, and other technical staff
Strong client relationship and project coordination skills
PREFERRED QUALIFICATIONS:
Experience working with WSSC Water, Washington Aqueduct, DC Water, Baltimore City DPW, Prince George''s County, and/or Montgomery County
Experience with water and sewer rehabilitation and replacement, pumping stations, pipeline design, utility coordination, and condition assessment projects.
