Overview:
Job Title: MES Procurement Analyst
Location: Remote, United States
Duration: 6 Months (with potential for extension)
Salary: W2: $65 - $75,C2C/1099: $75- $90
Note: This is 90% hands on and 10% advisory
We are seeking a MES Procurement Analyst who will support our client. The Analyst will support Medicaid agency clients with procurement strategy, solicitation development, stakeholder engagement, and MES modernization initiatives.

We are seeking a MES Procurement Analyst who will support our client. The Analyst will support Medicaid agency clients with procurement strategy, solicitation development, stakeholder engagement, and MES modernization initiatives.
Duties:
- Support the development of request for proposal solicitation documents, stakeholder reviews, and approvals in coordination with government procurement officers.
- Provide thought leadership and collaborate with cross-functional teams on strategic procurement planning initiatives for MES modernization efforts.
- Engage stakeholders to frame and develop project objectives, requirements, and sourcing strategy to support client outcomes.
- Conduct and present market research and options analyses focused on vendor data, trends, pros, cons, and key insights.
- Detect potential procurement policy violations and develop recommendations for corrective, preventive, and escalation actions.
- Support and facilitate procurement activities, including vendor conferences, evaluation sessions, questions and answers, and post-award contract negotiations.
- Advise and collaborate with the client during the vendor selection process to support procurement and modernization outcomes.
- Provide ad-hoc support during contracting negotiations and assist with contract development.
- Build relationships with project team members, including client contacts, stakeholders, and vendor contacts.
Mandatory Qualifications:
- Bachelor''s degree, or an additional four (4) years of related experience in lieu of a bachelor''s degree.
- 4+ years of recent experience of demonstrated MES Procurement expertise.
- 6+ years of experience in SME/BA support for a State Medicaid Agency.
- Demonstrated ability to read and interpret each State''s acquisition policy, regulations, and directives and apply those interpretations fully and legally to procurement activities.
- Demonstrated ability to confidently facilitate meetings and present complex concepts to stakeholders.
- Demonstrated ability to balance multiple assignments and achieve quality results in a timely manner.
- Demonstrated ability to create and sustain positive working relationships with diverse stakeholders.
- Demonstrated ability to perform and thrive in an ambiguous and changing environment.
- Ability to travel approximately once per quarter to client sites as anticipated to support projects.
Desirable Qualifications:
- Spanish fluency.
- Experience supporting MES modernization efforts and procurement initiatives for Medicaid agency clients.
- Experience supporting vendor conferences, evaluation sessions, post-award negotiations, and contract development.
