Data Management SME

Citizens is seeking an experienced Data Management Specialist to lead and drive project delivery for Consent and Preference Management (CPM) initiatives. This role sits at the intersection of data engineering, data governance, and regulatory compliance, requiring hands-on expertise with Snowflake, real-time data streaming platforms, and AWS cloud services. The ideal candidate will act as a technical lead/project driver, working closely with cross-functional teams (Legal, Privacy, Compliance, Marketing, and Engineering) to design and implement scalable consent capture, storage, and enforcement frameworks across enterprise data platforms.

This is a client-facing, delivery-oriented role requiring strong ownership of project outcomes, technical depth, and the ability to manage stakeholders in a regulated banking environment.

Key Responsibilities:

•                     Lead end-to-end delivery of Consent and Preference Management projects, from requirements gathering through design, build, testing, and production rollout.

•                     Own project timelines, risk/issue tracking, and status reporting to senior stakeholders and client leadership.

•                     Coordinate across data engineering, privacy/legal, compliance, and business teams to align consent workflows with regulatory and business requirements.

•                     Manage a small team or workstream of engineers/analysts, providing technical guidance and quality oversight.

Consent & Preference Management (Domain):

•                     Design and implement data architectures to capture, store, and enforce customer consent and communication preferences across channels (email, SMS, phone, digital, mail).

•                     Ensure consent data is auditable, traceable, and enforceable at the point of data use (marketing campaigns, data sharing, analytics, etc.).

•                     Map consent/preference requirements to applicable regulations (e.g., GLBA, CCPA/CPRA, TCPA, GDPR where applicable, state privacy laws) in partnership with Legal/Compliance teams.

•                     Define and maintain data lineage and metadata for consent attributes across source systems and downstream consumers.

Technical / Engineering:

•                     Architect and build data pipelines integrating consent/preference data into Snowflake as the central data platform.

•                     Design real-time and near-real-time data streaming solutions (e.g., Kafka, AWS Kinesis, Confluent) to propagate consent state changes across downstream systems with minimal latency.

•                     Build and optimize ETL/ELT pipelines using AWS services (S3, Glue, Lambda, EventBridge, SNS/SQS, Kinesis) integrated with Snowflake.

•                     Implement data quality, validation, and reconciliation checks to ensure consent records remain accurate and synchronized across systems.

•                     Collaborate with data governance teams to enforce access controls, masking, and policy-based data usage tied to consent status (e.g., Snowflake dynamic data masking, row-access policies).

Governance, Compliance & Stakeholder Management:

•                     Partner with Privacy, Legal, and Compliance teams to translate regulatory requirements into technical/data specifications.

•                     Support audits and regulatory reviews by ensuring consent data trails are complete and defensible.

•                     Present technical designs, project status, and risk assessments to senior client stakeholders and leadership.
