Program Security Specialist (Senior) with Security Clearance

Description The Program Security Specialist (Senior) Supports the Government Security Manager (GSM) and other designated authorities in a broad range of unclassified and classified tasks, including providing administrative support, assisting with the development and implementation of security policies and procedures, coordinating training, managing records, and supporting investigations and assessments. The contractor will act as a key liaison between various security stakeholders and will contribute to the overall effectiveness of the command’s security posture. Supports the Government Security Manager (GSM) and other designated authorities in maintaining comprehensive unclassified and classified security and resilience programs encompassing Physical Security, Operations Security (OPSEC), Information Security (INFOSEC), Foreign Disclosure Official (FDO) and Emergency Management (EM). The role requires a proactive individual capable of developing, implementing, and maintaining plans, procedures, and training programs across these critical areas. Duties and Responsibilities (including but not limited to) PHYSICAL SECURITY Protect company personnel, facilities, equipment, and sensitive information.
Monitor and manage access control systems, visitor management, and security alarms.
Conduct routine security patrols and inspections of buildings and grounds.
Respond promptly to security incidents, emergencies, and alarms.
Investigate security breaches, suspicious activity, and policy violations.
Prepare detailed incident reports and maintain accurate security documentation.
Develop, implement, and update physical security policies and procedures.
Conduct vulnerability and risk assessments to identify potential security threats.
Recommend and implement security improvements to reduce risk.
Monitor CCTV surveillance systems and investigate unusual activity.
Coordinate emergency response procedures, including evacuations and lockdowns.
Work with local law enforcement, fire departments, and emergency services when necessary.
Ensure compliance with federal, state, local, and organizational security regulations.
Manage key control, badge issuance, and credentialing programs.
OPERATIONAL SECURITY Develop, implement, and maintain the organization’s Operations Security (OPSEC) program.
Conduct OPSEC assessments, surveys, and vulnerability analyses to identify critical information and potential threats.
Perform risk assessments and recommend appropriate mitigation strategies.
Identify critical information and essential elements of friendly information (EEFI).
Develop and implement OPSEC plans, procedures, and countermeasures.
Ensure compliance with DoD, federal, and organizational OPSEC policies, directives, and regulations.
Conduct OPSEC reviews for operations, exercises, programs, contracts, and special projects.
Deliver OPSEC awareness training, briefings, and educational materials to personnel.
Coordinate with Physical Security, Information Security (INFOSEC), Cybersecurity, Personnel Security, Communications Security (COMSEC), and Insider Threat programs.
Monitor operations for potential indicators that could reveal sensitive information to adversaries.
Review public releases, social media, websites, presentations, and publications for OPSEC concerns.
Investigate suspected OPSEC violations and recommend corrective actions.
Prepare reports, metrics, and documentation related to OPSEC program effectiveness.
Support inspections, audits, and security compliance reviews.
Participate in emergency planning, continuity of operations (COOP), and incident response activities.
Advise leadership on OPSEC risks, emerging threats, and security best practices.
Coordinate with government agencies, military organizations, and law enforcement as required.
Maintain current knowledge of evolving threat environments and OPSEC methodologies. FOREIGN DISCLOSURE Administer and manage the organization’s Foreign Disclosure Program.
Review and evaluate requests for disclosure of classified, controlled unclassified, and sensitive information to foreign entities.
Ensure all disclosures comply with National Disclosure Policy (NDP-1), DoD directives, security classification guidance, and applicable laws and regulations.
Analyze foreign disclosure requests and determine releasability based on classification, technology transfer restrictions, and disclosure authority.
Coordinate with Original Classification Authorities (OCAs), Program Managers, Security Managers, Intelligence personnel, and legal advisors regarding disclosure decisions.
Prepare foreign disclosure determinations, recommendations, and official correspondence.
Advise leadership on foreign disclosure policy, technology transfer, and international information-sharing requirements.
Review presentations, briefings, reports, manuals, technical data, and training materials for foreign release approval.
Maintain records of disclosure decisions, approvals, denials, and disclosure documentation.
Provide guidance on Controlled Unclassified Information (CUI), export-controlled data, and classified information handling.
Conduct foreign disclosure and releasability training for military, civilian, and contractor personnel.
Participate in inspections, audits, and compliance reviews related to foreign disclosure and information security.
Monitor changes in disclosure policy and recommend updates to organizational procedures.
Support incident investigations involving unauthorized foreign disclosures or information releases.
Serve as the primary liaison with DoD organizations, Combatant Commands, Security Cooperation Offices, Defense Attaché Offices, and foreign partners on disclosure matters.
Perform additional duties supporting international security cooperation and information-sharing initiatives
Required Qualifications Bachelor’s degree in a relevant field or an additional two (2) years of experience
8+ years of experience in physical, personnel, operational and/or communications security
Knowledge and practical experience in applying Army Regulations related to physical, operational, personnel, information, communications, and industrial security
Experience in writing and implementing SOPs for various security disciplines
Experience in implementing and managing physical security measures and controls, particularly in environments containing sensitive systems
Written and verbal communication skills, with experience drafting security documents
Ability to work independently in a high-paced environment Proficiency with MS Office Suite (Excel, Outlook, PowerPoint, Project, Word), SharePoint, and Teams
Must possess and maintain a Secret Security Clearance
Desired Qualifications Experience working with DoD and Army security environments
Familiarity with physical security measures, ensuring the protection of facilities housing program systems and environments
