Position Overview

The candidate will support the Legally Exempt Facility Application and Management System, a web-based process utilized by applicants to submit applications for operating legally exempt child care programs in NYS. The consultant will work under the direction of a Technical Lead, Project Manager, and Software Architect to write the new Child Care Assistance system in .NET Core and interface legacy systems.

Day-to-Day Responsibilities

Application Modernization: Collaborate with a development team to write the new Child Care Assistance system using .NET Core.
System Design & Analysis: Partner with Business Analysts on technical analysis and logical application design.
Core & Legacy Development: Perform complex VB.Net coding and assist with Child Care Assistance Application (CCAA) data requests.
Database Engineering: Write complex stored procedures, packages, and triggers in an Oracle database using PL/SQL.
Quality Assurance: Perform unit testing and debug code issues.

Mandatory Experience & Qualifications

Skill Level: Expert (84+ months of experience providing guidance to large teams, extensive industry experience, and operating at the top of the field).
N-Tier Architecture Leadership: 84+ months experience leading technical aspects for applications utilizing N-Tier architecture.
Oracle / PL/SQL: 84+ months experience writing packages, stored procedures, and triggers using PL/SQL.
PowerBuilder Management: 60+ months experience directing/managing the technical development of web-enabled PowerBuilder applications.
Integration & Systems Interfacing: 48+ months experience interfacing PowerBuilder applications with VB.Net systems.
Web Services / WCF: 48+ months experience developing applications utilizing Web Services or WCF.
Education: Bachelor’s Degree.
