Job Description

The Air Force Civilian Service (AFCS) is looking for a Full-Time General Engineer NH-0801-03 to work at the 45th Civil Engineer Squadron at Patrick Space Force Base, Cocoa Beach, FL.

This is an interdisciplinary position and may be filled and classified to the series represented by the candidate that meets the qualifications of one of the listed series. General Engineer-NH-0801-03 or Architect-NH-0808-03.

The primary purpose of this position is to serve as a professional General Engineer or Architect performing operations and maintenance (O&M) engineering duties in support of a military installation.

As an Infrastructure Project Manager and Facilities Engineer, you direct the end-to-end lifecycle, capital planning, and operations of mission-critical facility portfolios and utility systems. You oversee multi-phase capital improvement projects from design through construction, utilizing EAM, GIS, and BIM platforms for data-driven asset management and risk-based budgeting. Serving as a technical consultant, you collaborate with multidisciplinary stakeholders to align long-range infrastructure investments with strategic objectives, enforce regulatory compliance, and optimize operational resilience.

Salary Range: $76,463 - $118,204. Does not include locality pay

Value of Position (VOP): If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.

AcqDemo positions are exempt from the 180 day restriction in 5 3326, Appointments of retired members of the armed forces to positions in the Department of Defense, when filled using AcqDemo-specific direct hire authorities. This clarification will materially accelerate hiring actions involving recently retired active-duty service members.

Obtain & maintain a Secret security clearance

Work may occasionally require travel away from the normal duty station on military and commercial aircraft.

This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.

May be required to work overtime on an unscheduled or emergency basis.

At a minimum, position must meet the qualification requirements stipulated by the US Office of Personnel Management for the 0801/0808 occupational series.

May be required to act as project liaison with the Army Corps of Engineers or other design agencies as required.

May be required to serve as Contracting Officer's Representative (COR) and to complete all training requirements as specified by the Contracting Officer in accordance with all applicable regulations, guidelines and contracting FAR Clauses. Professional registration or license as a Professional Engineer or Registered Architect in one of the 50 states or territories is desired but not required.

RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):

. Professional knowledge of civil, mechanical, and electrical engineering, and architectural concepts, principles, and practices and familiarity with other engineering related disciplines.

Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds

Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.

Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.

Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.

Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.
