Senior PeopleSoft HCM Technical Lead – ERP Systems Analyst

Position Overview

We are seeking a Senior PeopleSoft HCM Technical Lead to guide the scope, design, and execution of a major PeopleSoft HCM application upgrade, while also supporting the modernization of connected Finance and Budget systems. This role calls for a seasoned ERP professional who can bridge deep technical development expertise with strong business process design skills, formulating systems scope and objectives based on both user needs and a thorough understanding of enterprise business systems and industry standards.

Key Responsibilities

•       Formulate and define systems scope and objectives based on user needs and a thorough understanding of business systems, ensuring any required customizations align with organizational and industry standards.

•       Serve as subject matter expert in PeopleSoft Payroll, Commitment Accounting, and Position Management.

•       Analyze business and user needs, document requirements, and translate them into clear system requirements specifications.

•       Provide consultation on complex projects as a top-level contributor/specialist across most phases of systems analysis, weighing the business implications of technology decisions on current and future operations.

•       Support integration of ERP systems, including Oracle Cloud, Oracle EBS, or PeopleSoft FSCM.

•       Apply knowledge of budgeting and position management within a State and Local government environment.

•       Develop data extraction, translation, and load programs as needed to support system upgrades and integrations.

•       Devise or modify procedures to solve complex problems, factoring in system capacity, operation time, and desired outcomes.

•       Software Development Lifecycle experience – 16 Years

•       Requirements gathering and documentation – 16 Years

•       MS Office/PowerPoint experience – 16 Years

•       Bachelor''s degree in IT or related field, or equivalent experience – 16 Years

•       Overall PeopleSoft HCM modules knowledge – 8 Years

•       Strong PeopleSoft Technical lead experience – 10 Years

•       Expertise with Oracle SQL – 15 Years

•       PeopleSoft PeopleTools experience (Application Designer, PeopleCode, Application Engine, Integration Broker, and others) – 10 Years

•       PeopleSoft Upgrade experience – 5–10 Years

Desired Skills & Experience

•       Experience integrating with external finance systems such as Oracle Cloud, Oracle EBS/Finance, or PeopleSoft Finance.

•       Experience integrating PeopleSoft HCM with budgeting systems such as Hyperion, PeopleSoft Budgets, or Oracle Budgets products.

Minimum Education/Certification Requirements

Bachelor’s degree in information technology or a related field, or equivalent professional experience.
