Role Summary
We are seeking a hands-on Systems Analyst to support the enhancement of a large-scale, customer-facing web platform and its integrated back-end systems. This is a technical authorship role: you will personally write the artifacts developers build from — system design and interface specifications, source-to-target data mappings, API and batch integration contracts — and write your own SQL to profile and validate the data behind them. You should be able to create APIs as well as document them.
The client is looking for a Technical Business Analyst who demonstrates a strong understanding of system architecture, integration patterns, upstream/downstream systems, and solution analysis. Someone who can independently analyze systems, identify integrations, understand architecture dependencies, perform reverse engineering, and contribute deeply to solution and integration discussions beyond traditional BA responsibilities.
You''ll sit between business owners and the development and QA teams, translating complex program and policy needs into precise, buildable technical documentation. Internally this role is classified as a Senior Technical Business Analyst, but the day-to-day work is systems analysis, not just requirements facilitation.
The strongest candidates have spent the majority of their recent time hands-on — personally writing integration documents, S2T mappings, and system design specifications, and querying data directly — rather than overseeing teams that produced those artifacts.
This is likely not a fit if you: primarily gather functional requirements without technical depth; would describe the technical documentation on your projects as something a developer or architect authored while you coordinated; can''t explain what an integration document contains; or rely on a data team to write your SQL.
Key Responsibilities
· Gather and document both business and technical requirements for the platform''s web portals and the programs they support.
· Author BRDs, functional specifications (FRDs), and SRS documents, and contribute the interface and data sections of technical/system design documents (SDDs) that developers build directly from.
· Personally create source-to-target (S2T) data mappings — field-level, with data types, transformation rules, default/null handling and lookups — profiling the source data first to validate assumptions.
· Define integration specifications for both real-time APIs (endpoints, payload/JSON schemas, status codes, authentication) and batch/file integrations (file layouts, schedules/SLAs, control totals), including error handling, retry/reprocessing logic, and reconciliation.
· Write SQL (joins, aggregations, window functions) to profile data, investigate cross-system discrepancies, and validate outcomes against expected database results.
· Produce process and data-flow diagrams, sequence diagrams, and ERDs / logical data models.
· Perform gap, feasibility, and impact analysis across integrated systems; document root causes and recommended design solutions.
· Coordinate and execute User Acceptance Testing, using SQL to validate results beyond the screen, and maintain a live Requirements Traceability Matrix from requirement through UAT.
· Manage requirements and work in Azure DevOps across sprint cycles (epic → feature → user story), within a Scrum/Agile delivery model.
· Bridge business owners and the development/QA teams — facilitating decisions on contested requirements and documenting them so they don''t resurface.
Required Skills & Experience:
· 10+ years in requirements gathering, business process modeling, and conducting user acceptance testing.
· 10+ years in gap, feasibility, SQL, and data analysis — including hands-on authorship of your own SQL queries, not requesting them from others.
· 10+ years in business analysis and project delivery using Scrum and Agile methodologies.
· 10+ years designing workflow and process flows and personally preparing BRD, FRD, and SRS documents.
· 10+ years of understanding of IT systems and process optimization.
· Hands-on authorship of integration/interface specifications and contribution to system design documents — able to describe, in first person, artifacts you personally produced on real projects.
· Source-to-target mapping ownership, including source data profiling and iterating the mapping with developers and data owners.
· REST API documentation — request/response structure, status codes, authentication — ideally with Swagger/Open-API and hands-on Postman testing.
· Integration fluency across both real-time API and batch/file patterns, including error handling and reconciliation.
· Diagramming tools such as Visio, Lucid chart, draw.io, or Enterprise Architect.
· Azure DevOps for requirements, backlog, and sprint management.
Highly Desirable
· Experience in public sector, government, or other regulated enterprise environments.
· Exposure to large benefits, entitlement, or case-management programs.
