Senior Contract Specialist- MUST HAVE Oracle CLM (current experience)- Contract Specialist will do building and managing items within the CLM system.
KEY RESPONSIBILITIES:
Strategic Planning and Contract Management:
- Work closely with program offices to define clear, mission-driven acquisition requirements.
- Develop multi-year acquisition strategies aligned with agency goals and budget constraints.
- Conduct market research to assess industry capabilities and competition.
- Ensure proper cost estimation and justifications in acquisition plans.
- Collaborate and communicate with program managers, senior leaders, and other stakeholders.
- Provide consultant support to perform the full range of contract management services, including the systematic management of contracts from creation and negotiation to execution and completion.
- Assist in managing contracts throughout the entire lifecycle, ensuring compliance with terms and conditions, and monitoring performance.
- Review and analyze contracts, ensure compliance with terms and conditions, and monitor contract performance.
- Ensure that all parties fulfill their obligations, adhere to contract terms, and achieve the desired outcomes.
- Assist in closing out contracts by verifying that all terms have been fulfilled and necessary documentation is completed.
- Train Contracting Officer Representatives (CORs) on DNFSB''s specific procedures, enforce non-compliance, and ensure CORs maintain their certifications.
- Work with program offices to develop solicitations (RFPs, RFIs, RFQs, etc.) and evaluate proposals for source selection processes.
- Ensure proper use of contract vehicles (GSA schedules, IDIQs, BPAs, etc.).
Contract Administration:
- Provide contract support services to perform the full range of contract administration services.
- Assist in drafting contracts to accurately reflect agreed terms and conditions.
- Review contracts for compliance with legal, regulatory, and organizational policies.
- Assist with dealings between the government and contractors from award to completion or termination.
Risk Management:
- Identify and mitigate potential risks associated with contracts, including cost, schedule, operation, legal, and other risks.
- Clearly define the rights, responsibilities, and obligations of each party in the contract.
- Regularly monitor and review contract performance to ensure compliance and address emerging risks.
- Ensure contractor accountability and performance monitoring (via CPARS and oversight reviews).
- Address potential protests, disputes, compliance, internal control, audit response, and corrective actions.
Reporting and Documentation:
- Conduct reporting and documentation of contract support to maintain transparency, accountability, and record-keeping.
- Develop directives, OP, COR handbook, market research handbook, work practices with key internal controls, templates, etc.
- Stay updated on OMB directives, GAO recommendations, and Congressional oversight affecting acquisitions.
- Execute the agency''s internal control policy.
Pre- & Post-Contract Closeout:
- Conduct pre- and post-contract closeout by establishing a solid foundation for the contract and ensuring all parties are clear on roles, responsibilities, and expectations.
- Assess overall performance and outcomes of the contract to ensure all obligations and deliverables have been met.
EXPERIENCE & QUALIFICATIONS
- Education and experience level equivalent to BS or BA degree and 4+ years of relevant experience.
- This position requires the ability to obtain and maintain a Public Trust background investigation. Candidates with an active Public Trust background investigation will be considered first.
- Minimum of 4 years of acquisition/contracting experience for a federal agency.
- Proven computer skills and accounting systems software experience.
- Oral and written communication skills.
- Interpersonal skills and ability to conduct oneself in a professional manner.
- Ability to identify and correct problems.
- Analytical and reasoning ability.
- Contract Lifecycle Management (CLM) experience is required (Oracle CLM).
- The CO made it clear that she does not have the capacity to provide training in this area.
- A FAC-C Level II certification is sufficient.
- The specialist will primarily be responsible for building and managing items within the CLM system.
- The Contract Specialist will not serve in a client-facing role.
- The Contract Specialist will not be responsible for developing directives.
- This is a full-time, onsite position requiring five days per week onsite
